The Regular Meeting of the McHenry City Council was called to Council order by Mayor Stanek on Monday, January 16, 1984 at 7:30 P.M. At roll Meeting call the following aldermen were present: Serritella, Snell, Smith, Datz, McClatchey, Busse, Nolan, Bolger. Absent: None. City Staff in attendance Attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Nolan, seconded by Datz, to accept the minutes of the January 9, 1984 Public Hearing and of the minutes of the Regular Meeting of January 9, 1984 as presented. Voting Aye: Serritella, Snell, Smith, Datz, McClatchey, Busse, Nolan, Bolger. Voting Nay: None. Absent: None. Motion carried. Alderman Bolger read the following tribute in memory of Attorney John Looze who passed away on January 12, 1984: With the passing of John Looze, McHenry has lost an eloquent spirit. His wisdom and wit, his love for McHenry and his untiring efforts for the good of this community will be long remembered by all who were priveleged to know him. For 25 years, as our city attorney and civic leader, John un- selfishly gave of his time. How well we remember his remarkable efforts, along with his fellow Rotarians, to raise $10,000 in one week's time so that we could build the first addition to our library. This and all his contributions to McHenry are legend. We will miss him. As when a giant oak tree has fallen, there is a lonesome spot against the sky. Mayor Stanek read a proclamation declaring the week of January 15-21 Proclama+ as Jaycee week and urged all the citizens of our community to give full re- tions gard to the past and continuing services of the McHenry Area Jaycees. Opening of bids for the Green Street Pumping Station Force Grants & Main and Sanitary Sewer Project were opened on January 11, 1984 at 1:00 P.M. Sewer, Dept.l The following bids were received: Repairs, Improvements; Name of Bidder Alt. A Alt. B J.R. Zeigler & Son, Inc. $213.534.40 $222,822.50 Motion by Bolger, seconded by Datz, to accept the recommendation of „ Baxter & Woodman and award the contract for the Green Street Pumping Station Force_ Main and Sanitary Sewer Project to J.R. Myers Co., Inc. at the low bid price for the Alt. A bid of $145,810.55 with the option of adopting Alt. B if required by IDOT. Voting Aye: Serritella, Smith, Datz, McClatchey, Busse, Nolan, Bolger. Voting Nay: Snell. Absent: None. Motion carried. Motion by Nolan, seconded by Snell, to pass an ordinance amending the Ordinances "Inoperable Motor Vehicle" ordinance to change the time period from 60 days to seven days. Voting Aye: Serritella, Snell, Smith, Datz, McClatchey, Busse, Nolan, Bolger. Voting Nay: None. Absent: None. Motion carried. The council action on the Cunat Brothers' request for No Parking Signs Parking and streets lights on Lillian Street was deferred until the next meeting. Regulations Motion by Smith, seconded by Serritella, to accept the December Treas- urers Report as presented. Voting Nay: None. Absent: None. Motion carried. Discussion was held on a liquor license application made by Liquor Patrick E. Smith for a White Hen Pantry food operation at 3808 W. Control & Elm Street. Alderman Nolan pointed out there was offensive maga- Licenses zines and books for sale in the store and Smith offered to remove them from his location at 3808 W. Elm as well as another White Hen Pantry at 4802 W. Elm Street. Motion by Serritella, seconded by Snell, to pass an ordinance increasing the number of Class B liquor licenses available in the City from five to six and to issue the license to White Hen Pantry at 3808 W. Elm. Voting Aye: Serritella, Snell, Smith, McClatchey, Busse, Nolan, Bolger. Voting Nay: Datz. Absent: None. Motion carried. Mayor Stanek reported on discussions with McHenry Hospital and Dr. Sundin of Baxter & Woodman regarding a proposal to construct a elevated water tank on hospital property on Bull Valley Road. McH. Hosp. Water Dept. Improvements Monday, January 16, 1984 Page 4 Discussions were very preliminary and the matter will be investigated further. Budget & Budget Alderman Busse, Chairman of the Finance Committee, reported on Hearings a Finance Committee Meeting held January 16, 1984 at which preparations were made to draft the 1984-85 fiscal year budget. Parks-Plisc. Alderman Nolan, Chairman of the Park Committee, reported on a & Committees Park Committee Meeting held January 12, 1984 at which time discussion Auth.,Instr. was held on transferring the soccer program from the City Park Depart- ment to a federation set-up by parents in the McHenry area. Possible sale of the concession wagon was also discussed along with purchase of a new mower for the park system. No action was taken. Committees-auth, Alderman Serritella, Chairman of the License Committee, reported instructions on a License Committee Meeting held January 3, 1984 at which time re- presentatives from McHenry Woodstock Disposal approached the committee Garbage Disp. to request a rate increase and to question whether or not they could Rates offer the sale or rental of a new type garbage container to residential users. It was determined that our city ordinance does give them the flexibility to contact with home owners to either rent or buy the new garbage containers. In a letter to Alderman Serritella dated January 12, 198•1 Dominic Scolaro, General Manager of McHenry Woodstock Disposal, stated that they had decided to defer their request for a rate increase until June 1, 1984 in order to give members of the committee time to study the questionsthat appear to be unanswered. Winding Creek Motion by Datz, seconded by Bolger, to accept the recommendation of Baxter & Woodman and approve the revision date on the plans and speci- fications for Winding Creek Subdivision Unit III as outlined in Baxter & Woodman's letter of December 15, 1983. Voting Aye: Serritella, Smith, Datz, Busse, Nolan, Bolger. Voting Nay: McClatchey, Snell. Absent: None. Motion carried. Fiesta Discussion was held on changing the location for Fiesta Day Days activities from Pearl Street Park to Petersen Park. The Park Committee, along with Alderman Snell, Park Director Merkel and Supt. Halvensleben were authorized to get estimates on blacktopping of the parking lots in Petersen Park. Coun. P1tgs. Motion by Smith, seconded by McClatchey, to go into executive Executive session at 8:59 P.M. for the purpose of discussing pending litigation. Meetings Voting Aye: Serritella, Snell, Smith, Datz, McClatchey, Busse, Nolan, Bolger. Voting Nay: None. Absent: None. Motion carried. Prior to going into executive session, Mayor Stanek called for a recess. The meeting reconvened at 9:15 P.M. at which time the council went into executive session. Motion by Bolger, seconded by Snell, to go back into open session at 9:41 P.M. Voting Aye: Serritella, Snell, Smith, Datz, McClatchey, Busse, Nolan, Bolger. Voting Nay: None. Absent: None. Motion carried. Committees- Discussion was held on status of the Lakeland Park Water Company Auth, etc. request for an increase from the ICC. The Sewer and Water Committee and the Mayor will investigate the matter further. Motion by Smith, seconded by McClatchey, to adjourn. Voting Aye: Serritella, Snell, Smith, Datz, McClatchey, Busse, Nolan, Bolger. Voting Nay: None. Absent: None. Motion carried.
