At roll call the following Aldermen were present: Bolger, Locke, Smith, Adams, Patterson, Serritella. Alderman Lieder arrived at 8:00 P.M. Absent: Donahue. City Staff in attendance: City Clerk Gilpin, City Administrator Peterson, City Attorney Narusis, Director of Public Works Batt, Director of Building & Zoning Halik. Absent: Chief of Police Joyce, Park Director Merkel. Also in attendance was Carl Moon of Baxter & Woodman, City Engineers. Voting Nay: None. Absent: Donahue, Lieder. Motion carried. RESOLUTION OF APPRECIATION Motion by Smith, seconded by Patterson, to pass a resolution expressing the City's appreciation to Loretta R. Freund who is retiring from the City of McHenry after having served for 15 years as the Water/Sewer Billing Clerk. Voting Aye: Bolger, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: Donahue, Lieder. Motion carried. INFRASTRUCTURE DISCUSSION City Administrator Peterson presented an overview of the water and wastewater infrastructure and facilities to date. In an effort to address the growth and development issues confronting the City, he said it was necessary to review the capacity of the City's infrastructure to provide services to residents. Four graphs were distributed which depicted pertinent information relative to the present design capacities of the two wastewater treatment plants and the City's current water usage. Director of Public Works Batt and Carl Moon of Baxter 8 Woodman discussed the graphs in detail and presented information on the infrastructure outlook. Peterson also gave a complete detailed review of the Capital Development Fund. This fund has been established to pay for certain capital improvements, such as wells and water treatment facilities, elevated water storage tanks, and wastewater treatment plant facility expansions necessitated by development and growth which occurs in the City. He presented a financial summary which showed the current cash balance and the estimated year-end balance of the Capital Development Fund. Estimated revenues for the following two years for the fund were also shown. Projects which will likely be considered for approval and paid for in part or total from the Capital Development Fund over the next several fiscal years included the following; 1) Engineering, construction, and inspection costs for installing two new wells, pumping equipment, water lines and water treatment plant at an estimated cost of $1,050,000; 2) Construction and inspection of backup treatment processing at the Central Wastewater Treatment Plant (centrifuge) at an estimated cost of $750,000; January 15, 1992 Page 4 3) Valves, pumps, and piping to send wastewater flow from the south plant to the central plant at an estimated cost of $50,000; 4-A) Construction and inspection to expand the South Wastewater Treatment Plant at an estimated cost for 10,000 P.E. at $4,226,600.00; Phase A for 5,000 P.E. at an estimated cost of $2,906,300.00, Phase B for 5,000 P.E. at an estimated cost of $1,480,100.00; 4B) Engineering, construction and inspection costs for building additional water storage capacity at an estimated cost of $750,000. Peterson also detailed the Water and Sewer Operating Fund. This fund has been established as an enterprise fund, and is intended to pay for all the salary, operating, and capital costs for keeping the existing water, sewer, and wastewater distribution and treatment facilities operational. The financial summary showed that the current cash balance and the estimated balance of the water/sewer fund for the end of the current fiscal year depicted an actual fund balance as of December 31, 1991 at $336,668.00. An estimated balance as of April 30, 1992 was $500,000.00 Following discussion, it was decided that the wastewater treatment plants had sufficient capacities for the next few years. However, it appeared that wells and water treatment facilities were a necessary improvement that needed to receive immediate attention. Motion by Bolger, seconded by Locke, to proceed with implementation of: 1) Engineering, construction and inspection costs for installing two new wells, pumping equipment, water lines, and water treatment plant at an estimated cost of $1,050,000; 2) Construction and inspection of backup treatment processing at Central Wastewater Treatment Plant (Centrifuge) at an estimated cost of $750,000; 3) Valves, pumps, and piping to send water flow from the south plant to the central plant at an estimated cost of $50,000; and to instruct the City Administrator to incorporate those projects into the City's budget and long-range plans. Voting Aye: Bolger, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: Donahue. Motion carried. When discussion ensued about a location for an elevated tank site, it was the consensus of the Council that when this decision is made, some type sign should be installed so that the general public would be aware of its proposed location. Discussion continued on the financial outlook for the Water and Sewer Fund. Peterson said that with the money in the Capital Development Fund at this time, there should be no need to raise water or sewer rates in the next two years for facility improvements. RECESS Mayor Busse called for a recess at 9:28 P.M. The Meeting reconvened at 9:40 P.M. with everyone still in attendance. PUBLIC INPUT During the Public Input Session, Jerry Benes, of 200 Windridge Drive, McHenry, Illinois, spoke on planning issues. He raised questions on growth, tax rates, and the Conservation District. Motion by Smith, seconded by Adams, to adjourn. Voting Aye: Bolger, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: Donahue. Motion carried. The Meeting adjourned at 10:05 P.M.
