HomeMy WebLinkAboutMinutes - 01/15/1986 - City CouncilREGULAR MEETING WEDNESDAY, JANUARY 15, 1986 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, January 15, 1986 at 7:30 P.M. in city Council hall. At roll call the following Aldermen were present: Bolger, Lieder, Mtgs.- McClatchey, Nolan, Smith, Snell, Teta. Absent: Serritella. City staff Attendance in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Nolan, seconded by Bolger, to pass an ordinance re- classifying the Althoff Property west of the railroad tracks near Mill Ordinances Street from R-3 to R-4. Zoning Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Ordinances Teta. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Smith, seconded by Lieder, to grant the request of Donald Gerstad of Residential Development Group and refund $3,600 which was held in an escrow account to repair hydrants that were in need of repair or replacement in Boone Valley Units 12 and 13. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: None. Absent: Serritella. Motion carried. Motion by McClatchey, seconded by Nolan, to accept the December Treasurer's Report as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Smith, seconded by McClatchey, to accept the December Clerk's Report as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: None. Absent: Serritella. Motion carried. It was the consensus of opinion that the Mayor should write a letter to Donald Gerstad and inform him that it is the judgment of the City Council and the Plan Commission that the City would require that new street construction which would generally extend Millstream Drive between Maple Avenue and Orleans is desirable and should be included in any final platting process. All provisions of the ori- ginal annexation agreement are applicable to the construction of the roadway and the bridge across the waterway at that location. Alderman Nolan gave a report on the Park Committee Meeting held January 14, 1986. Motion by Nolan, seconded by Lieder, to authorize the hiring of Will H. Tonyan & Sons, Inc.as general contractor to coordinate and orchestrate the sesquicentennial gazebo construction. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: None. Absent: Serritella. Motion carried. Street Extension Park Improve- ments Motion by Nolan, seconded by Teta, to advertise for bids on Bid Auth. landscaping materials for Pearl Street Park and that the project be bid two ways - materials only and materials and installation. Park Improve - Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, ments Teta. Voting Nay: None. Absent: Serritella. Motion carried. Park Director Merkel reported that two sets of bleachers were donated to the City from Parkland Jr,. High School. The Park Donations bleachers will be installed at Knox Park Ballfields after renovation by the City Crew. Mayor Busse extended thanks to the District 15 School Board on behalf of all the citizens of McHenry. Alderman Lieder, Chairman of the Finance Committee, reported that the committee had taken under consideration a rate increase Garbage Dispo- request from McHenry Woodstock Disposal and decided to postpone any sal Rates action for three months. Superintendent Batt informed the Council that the Illinois Department of Transportation was requesting reimbursement in the amount of $7,118 for materials and labor in replacing street light wiring at the intersection of Riverside Drive and Elm Street in con- nection with construction of the new bridge„ Evidently the old wiring had been disturbed during bridge construction and replaced by the bridge contractor. Since the City did not authorize the work and felt the damage had been done in the bridge construction, it was the consensus of opinion that the City had no obligation to make payment. Wednesday, January 15, 1986 page 4 Motion by Smith, seconded by McClatchey, to deny the request of the bridge contractor for reimbursement in the amount of $17,118 Bridges for electrical wire replacement work done in connection with the bridge project and restoration of the street lighting at the inter- section of Riverside and Elm Streets. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: None. Absent: Serritella. Motion carried. Alderman Teta requested that identification badges be given Solicitors to all solicitors who go door to door in the City of McHenry so that the residents can be assured that the City is aware they are can- vassing in residential districts. Motion by Snell, seconded by Nolan, to pass an ordinance Ordinances requiring installation of a stop sign east and west bound on Shore Stop Sign Drive at Park Lane in Lakeland Park Subdivision. Locations Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Snell, seconded by Bolger, to authorize the Clerk Census to request a special census for June of 1986 in the City of McHenry. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: None. Absent: Serritella. Motion carried. The following Committee Meetings were scheduled: Environ- mental Advisory Board, Sunday, January 19, 1986, 2:00 P.M., conference room; Public Property & Utility Committee, Monday, January 27, 1986, 7:30 P.M., conference room; Personnel Committee Meeting, Tuesday, February 4, 1986, 7:30 P.M., conference room. Mayor Busse called for a recess at 8:53 P.M. The meeting reconvened at 9:03 P.M. with everyone still in attendance. Alderman Bolger, reported on a recent Public Property Com- mittee Meeting. Motion by Bolger, seconded by Snell, to authorize lining of Public the shelves around the night deposit shaft into the vault area with Property sheet metal so as to prevent possible fire damage to the vault with Purhases & authorization to be given to the Superintendent of Public Works to Repairs work out installation.
