THURSDAY, JANUARY 13, 1983 7:30 P.M.
Mayor Stanek called to order a Special Meeting on Thursday,
January 13, 1983 in City hall for the purpose of: (1) Discussing City
sponsorship of Illinois Department of Commerce and Community Affairs
grant application for Pioneer Center; (2) Accepting resignation of
Michael Wieser, Alderman of Third Ward; (3) Confirming mayor's appoint-
ment of David Gelwicks to fill vacancy of Third Ward Alderman; (4) Discuss
any and all business which might properly come before the Council.
At roll call the following aldermen were present: Pepping,
Nolan, Busse, Datz, Smith, Serritella, Meurer. Absent: Wieser. Other
City staff members in attendance were: Supt. Halvensleben, Attorney
Narusis, Clerk Gilpin. Also present were representatives from McHenry
County Association for the Retarded.
Mayor Stanek read a letter of resignation from Third Ward
Alderman Michael Wieser. Wieser requested his resignation be effective
immediately.
Motion by Nolan, seconded by
Third Ward Alderman Wieser.
Voting Aye: Pepping, Nolan,
Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Datz, to accept the resignation of
Busse, Datz, Smith, Meurer,
Motion by Pepping, seconded by Busse, to approve the mayor's
appointment of David Gelwicks to fill the unexpired term of Third Ward
Alderman Wieser's term which expires April 30, 1983.
Voting Aye: Pepping, Nolan, Busse, Datz, Smith, Meurer,
Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Stanek declared a recess at 7:48 P.M.
The meeting reconvened at 7:56 P.M. with everyone still in
attendance.
Mayor Stanek administered the Oath of Office to newly appointed
Alderman Gelwicks. Gelwicks signed the oath and was seated on the Council.
Robert Lambourne, Executive Director of the McHenry County
Association for the Retarded, spoke on behalf of Pioneer Center and presented
their request for city sponsorship of a building project which would be
constructed if a grant application to IDECCA was successful. Pioneer
Center, in return, would assist the City in preparing a grant application
for sewer improvements.
Motion by Pepping, seconded by Nolan, to instruct Attorney
Narusis to proceed with examination ofthe necessary preliminary documents
and report back at the next Council Meeting on the feasibility of the
proposed sponsorship Resolution.
Voting Aye: Pepping, Nolan, Busse, Datz, Smith, Meurer,
Serritella, Gelwicks.
Voting Nay: None.
Absent: None.
Motion carried.
Dr. Hal Sundin of Baxter & Woodman arrived at 8:43 P.M. to discuss
various sewer and water projects and particularly, a grant application for
enlargement of the Green Street sewer lift station and line. Sewer and
water line stubs to Knox Park were also reviewed.
Motion by Smith, seconded by Datz, to install a "T-stub" on the
water line being installed through Knox Park at a location to be determined
by the Supt. of Public Works and the city engineers, and not to install any
stubs into Knox Park on the sewer line at this time.
Voting Aye: Pepping, Nolan, Busse, Datz, Smith, Meurer,
Serritella, Gelwicks.
