WEDNESDAY, JANUARY 10, 1990 8 P.M.
A Special Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, January 10, 1990 at 7:30 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger,
Donahue, Lieder, Teta, Smith, Serritella. Patterson arrived at 8:02 P.M.
Absent: McClatchey. Plan Commission Members in attendance were
Sheppard, Buhrman, Gutierrez, Osmon, Toole, Vlcek. Absent Swierk.
Also in attendance were Clerk Gilpin, Building & Zoning Officer Halik
and John Gann of Gann & Associates.
The Special Meeting was called for the purpose of reviewing the
draft report of Gann & Associates on a development plan with the City of
McHenry to update the current Comprehensive Plan. Gann's draft included
a compilation of discussions held at previous meetings last year to
update the comprehensive plan. He suggested that a two part format for
adoption of the McHenry Development Plan be undertaken as follows: 1 -
the plan text, and 2 - the plan map. The plan text would contain verbal
statements of policy on such items as location criteria and intensities
for the different land uses. These would be similar to the verbal
statements on multi -family development that would accompany the lack of
designation of multi -family areas on the plan map that the Council has
requested. The verbal statements would be generalized and not site
specific yet would represent definite policy commitments and provide
specific policy guidance from the Council to developers, the Plan
Commission and Zoning Board. The Council would adopt the plan text as the
more or less permanent statement on City development policy.
The plan map on the other hand would be conceived as a less
permanent and more changeable plan element. The Council would adopt it
as a current interpretation of the plan text and not as a map that is to
serve as policy guidance for the next ten years. It would be expected
that the plan map would be changed periodically as development conditions
in the City change. The map would be specifically identified to the
public as the "Current Development Plan Map" or some such designation
that indicates its status. Because the plan text would assume part of
the burden of conveying development policy, the plan map could be made
part general. If, as time passes, the Council finds the need for and
feels comfortable with a more specific map, the map could be amended to
be made less general.
The draft as presented by Gann this evening was reviewed page by
page by the Council and the Plan Commission. ,
Some of the changes that were suggested to be made on the draft
plan were to correct the facing page with the current City Officials
updated; amend Page 11, Paragraph 3.g.; make the following additions on
Page 18, Paragraph ll.d. McCullom Lake Road; Paragraph 12, No. 4 Meadow
Lane/Oakwood Drive and on Page 19, Paragraph 12 under East West
Collectors to change No. 8 Pleasant View Drive extended to Biscayne Drive
extended.
Mayor Busse called for a recess at 9:00 P.M. The meeting
reconvened at 9:15 P.M. with everyone still in attendance.
The Director of Public Works submitted a memo to the Mayor and
City Council regarding questions he had on Tables 2, 3, A. and 5 on Pages
15 and 16 concerning Street Standards in the D vc-lopment Plan draft
prepared by Gann. He pointed out that the tables did not meet the
standards as set forth in the City's Subdivision Control Ordinance. It
was decided to delete Tables 2, 3, 4 and 5 from the Development Plan and
resolve the differences by putting the tables into the Subdivision
Control Ordinance.
Motion by Teta, seconded by Bolger, to instruct the Director of
Public Works to work with John Gann and prepare a document incorporating
Tables 2, 3, 4 and 5 into an amendment for the Subdivision Control
Ordinance to be presented to the Council for approval.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: McClatchey.
Motion carried.
It was also suggested that School Board Administrators work with
the City Council so that when new subdivisions come in, the Plan
Commission could make sure that school sites are designated based on the
wishes of the School Boards. Busse said he would contact the School
Boards to suggest a summit meeting with the Plan Commission the City
Council, and the school boards so that desirable sites can be designated.

Gann was also requested to designate areas outside the City
limits as urban rural which is the most restrictive so that the City will
be able to have control of uses outside the City limits.
John Gann presented a plan map with various colors designating
planning areas. Everyone viewed the map and made comments and
suggestions. The map will be left with the City Clerk's Office for a
period of time until everyone can view it individually in detail. When
all corrections and revisions have been made, Gann will take the map and
redraft it for presentation at a Public Hearing which will be held before
the Plan Commission so that the general public can view the plan and map
and make comments. Notice will be published in the newspaper as to when
the Plan Commission Public Hearing will be held.' After that Public
Hearing the plan and map will be presented to the City Council for
adoption.
In another matter, Dave Backhaus of Backhaus and Brackmann
Annexation, requested that he be granted another extension for discussion
of his proposed annexation agreement, since his last extension would
expire on January 14, 1990.
Motion by Serritella, seconded by Smith, to grant the request of
Dave Backhaus for a 90-day extension of the Backhaus/Brackmann Annexation
Agreement.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Serritella.
Voting Nay: Patterson.
Absent: McClatchey.
Motion carried.
Motion by Smith, seconded by Patterson, to adjourn.
