HomeMy WebLinkAboutMinutes - 01/04/1989 - City CouncilREGULAR MEETING WEDNESDAY, JANUARY 4, 1989 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, January 4, 1989 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Absent: Serritella. City staff in attendance were Supt. Batt, Clerk Gilpin, Park Director Merkel, Finance and Personnel Administrator Vitas, Director of Development Greenwood, Building and Zoning Enforcing Officer Andrew Halik. Absent: Attorney Narusis. Motion by Nolan, seconded by Bolger, to accept the minutes of the December 21, 1988 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Dr. Hal Sundin of Baxter & Woodman addressed the Council concerning water lines in the proposed Wal-Mart subdivision project at the northwest corner of McCullom Lake and Richmond Roads. Following discussion it was the consensus of opinion to secure an easement over that area of the Wal-Mart Subdivision for installation of water lines and to have the City maintain those water lines. Council Meeting Attendance Easements Motion by Lieder, seconded by Patterson, to authorize and approve payment to Baxter & Woodman in the amount of $2,878.33 for Public Prop engineering inspection costs overruns on the salt storage building and Purchases access road. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Busse reported that he, Superintendent Batt, Dr. Sundin and Dennis Shinks of Baxter & Woodman met with the Corps of Engineers to discuss wetland problems at the new South Wastewater Treatment Plant. The Corps of Engineers is coming to the site next week to meet with local officials to determine how to handle the wetlands problems. Construction on the sewer plant is continuing. Baxter & Woodman was also instructed to look into plant expansion of the South Wastewater Treatment Plant with the addition of an aeration tank and a couple of final clarifiers. Sundin said the new plant could be expanded to handle approximately 30,000 population equivalent (PE). He also reported that the master plan for utilities which Baxter & Woodman had been authorized to prepare was almost complete but Sundin wants to coordinate that master utilities plan with the Comprehensive Plan being prepared by Consultant John Gann. The two plans will be presented in the near future. Motion by McClatchey, seconded by Smith, to accept the facilities and responsibilities for McHenry Lakes Estates Unit 2 and Winding Creek First Addition to Unit 2 as recommended by Baxter & Woodman. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Smith, seconded by Patterson, to approve the Mayor's appointment of Thomas M. O'Leary of 415 Shepherd Hill Lane to the Zoning Board of Appeals to fill the unexpired term of Fred Kupstis. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Bolger, seconded by Nolan, to authorize and approve the purchase of a portable sampler called ISCO Model No. 2700 at a cost of $2,787 from American Sigma Company for use at the Wastewater Treatment Plant as recommended by Baxter & Woodman. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Sewer Plant South Sewer Plant South Compreh. Plan Subdivis. Appts. Iffffilm Purchases Sewer Dept. Wednesday, January 4, 1989 Page 2 W/S Misc. Motion by Patterson, seconded by Smith, to pass an ordinance amending Chapter 26 of the Municipal Code as presented. Ordinances Voting Aye: Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: Bolger. Absent: Serritella. Motion carried. Motion by Lieder, seconded by Patterson, to pass an ordinance Ordinances transferring Sections 26-176 and 26-177 of Chapter 26, Division 6 (Storm Sewers) of the Municipal Code to Chapter 7 (Building and Building Regulations) and repealing Sections 26-178 through 26-187 as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Nolan, seconded by Lieder, to set the Mobil Annexations Annexation Hearing Date to March 13, 1989 at 8:00 P.M. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Smith, seconded by Patterson, to confirm the Mayor's Employees hiring of Cindy Owens of Milwaukee, Wisconsin, as the new Park Recreation Supervisor with a salary at Grade 9, entry level, with the effective date of hiring to be January 23 or January 30, 1989. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Garbage Dispo. Motion by McClatchey, seconded by Patterson, to reject the Rates & Misc. request of McHenry Woodstock Disposal to allow them to discharge their truck washings into the City's sewer system from their facilities outside Tabled Motion the City limits. MoIL tion by Lieder, seconded by Bolger, to table the above motion until Baxter & Woodman reports back with their recommendation on McHenry Woodstock Disposal's request. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey. Voting Nay: Patterson. Absent: Serritella. Motion carried. Mayor Busse called for a recess at 10:16 P.M. The meeting reconvened at 10:27 P.M. with everyone still in attendance. B &Z Misc. Building and Zoning Officer Halik gave a report on regulations which his department would be enforcing in the near future. Executive Sess. Motion by Smith, seconded by McClatchey, to go into executive session at 10:57 P.M. to discuss property acquisition. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson. Voting Nay: None. Absent: Serritella. Motion carried. Motion by Teta, seconded by Lieder, to go back into open session at 11:10 P.M.
