HomeMy WebLinkAboutMinutes - 11/15/1995 - City Council REGULAR MEETING NOVEMBER 15, 1995 The Regular Meeting of the McHenry City Council was called to order by Mayor Steven Cuda on Wednesday, November 15, 1995 at 7:30 P.M. in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Locke, Bates, Lawson, Baird. Absent: None. City Staff in attendance were City Clerk Althoff, City Administrator Peterson, Director of Public Works Batt, Chief of Police Joyce. Absent: Director of Building and Zoning Lobaito, Director of Parks and Recreation Merkel, City Attorney McArdle. TEN MINUTE PUBLIC INPUT SESSION Joseph O'Donnell of 815 Plum Street, stated his distress that most of the City of McHenry's parking spaces, with the exception of those located at the new municipal building, do not meet Americans with Disabilities Act (ADA) standards. He requested Council look into the matter and make efforts to correct the problem. Mayor Cuda stated he would refer the matter to Director of Building and Zoning Lobaito. Motion carried. 1995 PROPOSED TAX LEVY City Administrator Peterson explained that in order to comply with State Statutes regarding notice and publication of the annual property tax levy, Council needed to set a public hearing date to consider the proposed levy and to announce the proposed levy amount. Peterson suggested the date of December 6, 1995. Peterson noted that the proposed 1995 property tax levy of $1 ,893,000 assumes an increase in property taxes of 2.7%, and the City's Equalized Assessed Valuation (EAV) will increase 3.3% to $305,000,000 which would be caused by new growth and improvement to existing properties within the City. The property tax makes up 13% of the 1995-96 revenues which will be used for the City's General Fund. Peterson reported that the trend of the levy rates has been downward over the past 15 years, and if the EAV is higher than the City's estimate, the 1995 levy rate will decrease by .010 or .020 as well. Motion by Bolger, seconded by Baird, to set the public hearing date for the -- 1995 proposed property tax levy for Wednesday, December 6, 1995 and announce the proposed tax levy to be in the amount of $1 ,893,000.. November 15, 1995 Page 5 McHENRY COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATIONS City Administrator Peterson drew Council's attention to the two grant applications he drafted as per Council's direction at the November 1 , 1995 Council meeting. He noted the grant applications were for the replacement of the Maple Avenue water main and the installation of McCullom Lake force main and renovation or replacement of the Donovan Street lift station. Peterson stated should Council decide to submit one or both applications, resolutions must be adopted by Council for grant submission. Some discussion followed regarding the City's funding level. It was noted that a 20% funding level minimum was an application requirement. The discussion continued regarding the percentage of matching City funds, as well as whether to submit one or both grant applications. Peterson also noted that both these grant projects fall within the low to moderate income areas. It was the determination of Council to submit only the McCullom Lake force main grant application if it were determined submitting both grant applications would decrease the City's opportunity of receiving funds for one grant. Both grants applications, if submitted, should be submitted at the drafted percentage of matching City funds: 51 .3% for the McCullom Lake force main application and 54.2% for the Maple Avenue water main replacement grant. Motion by Baird, seconded by Locke, to pass a resolution authorizing the submission of an application for a grant under the Community Development Block Grant program for the McCullom Lake force main and Donovan Street lift station improvement at a 51 .3% matching fund percentage and authorizing the Mayor to execute any and all grant application documents. Motion by Baird, seconded by Lawson, to pass a resolution authorizing the submission of an application for a grant under the Community Development Block Grant program for the Maple Avenue water main replacement at a matching City fund percentage of 54.2% and authorizing the Mayor to execute any and all grant application documents, noting the secondary position of this grant if it is determined the submission of two grant applications hinders the success of receiving any grant funds. REVIEW OF ISSUES IN CONNECTION WITH THE CONTEMPLATED ILLINOIS ROUTE 120 IMPROVEMENTS Director of Public Works Batt reported the Illinois Department of Transportation had contacted the City of McHenry regarding proposed Route 120 improvements from Route 31 west to the McHenry City limits, and requested City input on their proposal, as well as suggestions as to other potential improvements the City would like incorporated into this project. An [DOT representative will be available potentially in December to describe the process, present the time frame and cost allocations for this project, as well as to receive the City's suggestions for other improvements which might be incorporated into the project. November 15, 1995 Page 6 Director of Public Works Batt requested Council discuss and determine which improvements be selected for presentation to the Illinois Department of Transportation for consideration. A lengthy discussion ensued resulting in Council's direction to Director of Public Works Batt to create a memo incorporating all Council's comments and recommendations regarding the Route 120 improvements for their review. The issues discussed by Council included: • The modernization of traffic lights at the intersections of Front Street and Route 120; Crystal Lake Road and Route 120; Industrial Drive and Route 120; Meadow Lane and Route 120; and Ringwood Road and Route 120, but particularly the intersection at Front Street and Route 120; • Improving Route 120 all the way to Ringwood Road as a five- lane urban cross-section which guarantees curb and gutter, as well as the enclosure of all drainage ditches; • The continuation of the City's current policy , no parking on any section of Route 120; • The consideration of opticom installation, only if the Fire District agrees to pay any and all costs incurred; • Property acquisition for additional right-turn only, northbound on Route 31 at Route 120; • Left-turn lane on Route 120 eastbound, and a right-turn lane on Route 120 westbound at Industrial Drive; • Left-turn lane on Route 120 both eastbound and westbound at the intersection of Ringwood Road and Route 120; • Removing any consideration of looping Martin Road; • The installation of sidewalks all the way to the intersection of Ringwood Road and Route 120; • The installation of a bike path to the City limits at Martin Road; Director of Public Works Batt asked for Council approval to contact south Route 120 property owners who have food establishments to explore the feasibility of rear access points. Council concurred. EXECUTIVE SESSION Motion by Lawson, seconded by Bolger, to go into Executive Session to discuss Personnel and Property Acquisition at 8:35 P.M. November 15, 1995 Page 7 Motion by Bolger, seconded by Lawson, to authorize the City Administrator to make a purchase offer of $130,000 to School Districts 15 & 156 for their Main Street property, contingent upon clear title of the full 60 feet. Griffith and Associates of Northbrook, IL for the executive search to replace resigning City �-- Administrator Peterson, in an amount of $8,000 plus expenses not to exceed $4,500. Alderman Bates noted a Parks and Recreation Committee meeting had been scheduled for Tuesday, November 21 , 1995 at 7:30 P.M., however, due to some scheduling changes, this meeting may be cancelled.
