May 10, 1995
A Special Meeting of the McHenry City Council was called to order
by Mayor Cuda at 3 : 00 P.M. on Wednesday, May 10, 1995, in the
Royale I Room of the Tamara Hotel . At roll call the following
aldermen were present : Bolger, Locke, Bates, Lawson, Baird. City
Staff in attendance were : City Administrator Peterson and City
Clerk Althoff .
Mayor Cuda explained that council had agreed to a ' retreat' to
consider and set council objectives and action for the next two
years as well as to discuss the remaining budget items dealing with
personnel . City Administrator Peterson suggested council first
review the survey results .
It was noted that many of the negative comments received were due
in fact to a lack of information or misinformation. In an attempt
to promote the city and the council' s accomplishments determination
was made to:
- utilize library access to create city informational corner
- possibility of ward meetings once a year
- sending the newsletter to all civic and service
organizations
- provide survey results to the local newspapers and publish
them in the next city newsletter
- publish annual goals and all positive accomplishments,
(ie : federal grant awards, industrial/commercial
developments, etc. )
- include in a recent newsletter the city' s portion of the
tax bill and compare the City of McHenry' s tax to other
neighboring municipalities in McHenry County. )
Alderman Locke requested a status report on the preannexation
agreements with property owners north on Route 31 . Discussion
followed as to the city' s future borders and potential annexations .
Council directed City Administrator Peterson to provide a larger
map of the area depicting the city' s current borders and those of
our neighboring communities . The discussion continued focusing on
the preservation of green space.
Alderman Bolger requested council consider the following
recommendations :
- establishment of a charitable city foundation
- ending all meetings at 11 : 00 P.M.
- reconsideration of the elimination of longevity for 1996
- naming the Bull Valley Bridge the "Earl Walsh Bridge"
- naming the Mass Farm barn and pond the "Chuck Miller
Memorial Center"
Alderman Bolger left at 5 :40 P.M.
Discussion then followed on the staggering of aldermanic terms .
Council directed staff to investigate the procedure and terms of
placing this item on the November 1995 or April 1996 ballot and
present it for council consideration within the next few weeks . A
copy of the actual statute (s) and a written explaination from City
Attorney McArdle will be provided.
Further discussion ensued regarding the next census . City
Administrator Peterson noted that the city' s population was very
near 20, 000 and state statues require an aldermanic form of
government to provide 2 additional aldermen once the population
reaches 20, 000 . Alderman Locke suggested the census be a regularly
scheduled/budgeted item.

City Clerk Althoff reminded council that current personnel clerk
Kris Elliott would be leaving May 26th and determination must be
made as to her position. Discussion followed. City Administrator
Peterson was directed to research the feasibility of contracting
with another local municipality to process the city' s payroll .
Alderman Locke left at 9 :25 P.M.
Determination was made to continue discussion on the outstanding
Personnel items on Monday, May 22nd at 7 :30 P.M. in the Council
Chambers of the Municipal Building.
The meeting was adjourned at 9 : 54 P.M.
