HomeMy WebLinkAboutMinutes - 05/22/1995 - City Council SPECIAL MEETING MAY 22, 1995 A Special Meeting of the McHenry City Council was called to order by Mayor Cuda on Monday, May 22, 1995 at 7:30 P.M. in the Aldermen's Conference Room of the Municipal Center. At roll call the following Aldermen were present: Bolger, Locke, Bates, Lawson, Baird. Absent: None. City Staff in attendance were City Clerk Althoff and City Administrator Peterson. Excused Absence: City Attorney McArdle, Director of Building and Zoning Lobaito, Director of Public Works Batt, Director of Parks and Recreation Merkel, Chief of Police Joyce. Mayor Cuda explained that the Special Meeting had been scheduled to address the 1995-96 unresolved budget items. REVIEW PAYROLL/PERSONNEL STATUS City Administrator Peterson reported on the current status of the Personnel/Payroll Clerk position. He explained that an agreement had been worked out with the City of Woodstock to process the City of McHenry's pay period for approximately $8,000 per year. The agreement would be for a term of one year, with the understanding that if the performance was found satisfactory the agreement would be extended for an additional term of three years. City Administrator Peterson also noted that some additional expense would be incurred due to off-site software support and set-up. The only foreseeable problem might be scheduling. The City of Woodstock is on the same bi-weekly payroll cycle as is the City of McHenry, and processing two City payrolls in one week may be difficult. If the schedule conflict becomes a problem, the City of McHenry will have to make some adjustments. Some discussion followed regarding the feasibility of instituting payroll corrections at this time. City Administrator Peterson stated he had to refer to the police contract before making any changes and/or adjustments. GENERAL OFFICE STAFFING ISSUES Discussion followed the elimination of the Collector position and the reduction of the Clerk's position from a full-time to a part-time position. City Administrator Peterson suggested an office manager be hired to attend to all of the daily responsibilities currently managed by the Clerk. Council directed staff to research the issue of the Clerk's salary. Further discussion followed. Council agreed to the hiring of an Administrative Assistant for this budget year, however, the budget should not reflect the addition of a City Planner. Council also directed staff to draft an ordinance eliminating the City Clerk/Collector position and present this as an agenda item for further discussion. DEPARTMENT HEAD AND ADMINISTRATOR REVIEWS City Administrator Peterson presented a comparable summary of salaries from surrounding areas and similar sized municipalities for department head positions. After a lengthy discussion, the following salary increase adjustments were made: Director of Building and Zoning 6% Director of Parks and Recreation 4% Chief of Police 4% Director of Public Works 3.5% The suggestion was made to re-evaluate the Director of Public Works in six months to increase the salary adjustment the full 4% level. Council concurred. City Administrator Peterson noted at this time that he was satisfied with the transition of the Parks Department workers to the Public Works Department. He also noted that the mowing contractors appeared to be doing a very good job. City Administrator Peterson was excused at 10:35 P.M. so the Council may discuss his performance evaluation. Alderman Locke made his recommendations and left the meeting at 10:40 P.M. �-°" May 22, 1995 Page 2 It was Council's determination to increase the City Administrator's salary by 6% and budget $15,000 for the purchase of a vehicle for the City Administrator's use. Council requested Mayor Cuda convey their evaluation comments and the income adjustment to City Administrator Peterson as soon as possible. Motion by Lawson, seconded by Bates, to increase the City Administrator and the Department Head salaries by the following percentages: City Administrator Peterson - 6%; Director of Building and Zoning - 6%; Chief of Police - 4%; Director of Parks and Recreation - 4%; Director of Public Works - 3.5%. Voting Aye: Bolger, Bates, Lawson, Baird. Voting Nay: None. Absent: Locke. Motion carried. Motion by Bates, seconded by Lawson,to authorize City Administrator Peterson to advertise for an Assistant Administrator upon review and recommendation from the Council on the job description. Voting Aye: Bolger, Bates, Lawson, Baird. Voting Nay: None. Absent: Locke. Motion carried. Motion by Bates, seconded by Lawson, to adjourn. Voting Aye: Bolger, Bates, Lawson, Baird. Voting Nay: None.
