HomeMy WebLinkAboutMinutes - 06/28/1995 - City Council SPECIAL MEETING JUNE 28, 1995 A Special Meeting of the McHenry City Council was called to order by Mayor Cuda on Wednesday, June 28, 1995 at 7:30 P.M. in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Locke, Bates, Lawson. Baird arrived at 8:00 P.M. Absent: None. City Staff in attendance were City Clerk Althoff, City Administrator Peterson, City Attorney McArdle, Director of Public Works Batt, Director of Building and Zoning Lobaito. Absent: Director of Parks and Recreation Merkel, Chief of Police Joyce. TEN MINUTE PUBLIC INPUT SESSION Marcia Krueger of 1100 Hollywood Avenue, representing a group of concerned McHenry Shores residents, requested Council secure a preliminary cost estimate to provide City water to residents of McHenry Shores. Council directed staff to give Mrs. Krueger a copy of the July 13, 1994 memo which addresses this cost. CONSENT AGENDA Motion by Bates, seconded by Bolger, to approve the Consent Agenda as follows: (1) June 7, 1995 Regular City Council Meeting Minutes; (2) June 12, 1995 Regular City Council Meeting Minutes; (3) Picnic/Beer Permits; (4) Reduction in Letter of Credit, Winding Creek 5, Unit 5, from $1 ,066,355.70 to $1 12,125.00; (5) Award of Quote to Jones Coach Travel of Elkhorn, WI for 1995 Fall Parks & Recreation field trips in the amount of $1 ,375.00; Voting Aye: Bolger, Locke, Bates, Lawson. Voting Nay: None. Absent: Baird. Motion carried. PRELIMINARY PLAT - BOONE CREEK SUBDIVISION Mayor Cuda explained that at its June 7, 1995 meeting, Council had scheduled a special meeting for June 28, 1995 to review the Backhaus-Gerstad preliminary plat for the Boone Creek development. David Backhaus, and Roger and Don Gerstad were in attendance. Roger Gerstad addressed Council noting that in June of 1992, when the original annexation agreement was amended and approved, concept plans for Tract A & Tract B were also submitted. Currently, Mr. Backhaus and the Gerstads are seeking approval of the preliminary plat for the Boone Creek Subdivision. Roger Gerstad noted a slight modification to the proposed plat had been made subsequent to the May 18, 1995 Plan Commission meeting. The minimum lot size for the single family lots in Tract B were corrected. Mr. Gerstad stated that the engineering had been completed and reviewed by City Engineers Baxter & Woodman. The proposed preliminary plat was revised as per their recommendations. The status of the Boone Creek crossing remains the same as it was three weeks ago. Preliminarily, it appears a favorable response will be given, however, no official word has yet been received. Discussion began regarding the extension of Dartmoor Drive over Boone Creek. Alderman Locke requested City Planner Allen Kracower _ present his analysis of the proposed crossing. Mr. Kracower stated that from a purely practical planning position, Dartmoor should be a collector road and extend from Route 31 to Curran Road. At the very minimum, the extension should run from Route 31 to Crystal Lake Road. He also cited from a planning perspective the importance of having obtained in an annexation agreement the obligation of the developer to construct a bridge and not losing this unique opportunity. Continuing his analysis, Mr. Kracower explained the extension of Dartmoor will have an adverse impact on the existing Dartmoor Drive homeowners. In response to Alderman Locke's inquiry, Mr. Kracower stated there would, however, be no significant impact on the property values of these homes. June 28, 1995 Page 2 Alderman Baird arrived at 8:00 P.M. Alderman Bates asked City Planner Allen Kracower if he knew of any action(s) that might correct or minimize the adverse impact on the existing Dartmoor Drive homeowners. Mr. Kracower suggested consideration be given to reduced speed limits and the elimination of on-street parking for this area. Mayor Cuda also recommended Dartmoor not be a direct or straight connection from Crystal Lake Road to Curran Road. Some discussion followed regarding the City's future traffic plans, specifically if plans included the continuation of Dartmoor beyond Curran Road, and the impact this decision might have. City Planner Allen Kracower explained that historically the weakest link in City traffic plans is the lack of local collector streets. He also cited the need to consider public safety issues - the need to plan for quick, easy response time by police, fire and emergency vehicles. He expressed the probability that planning for the public's safety outweighs the negative impact of the extension of Dartmoor Drive as a collector street. In an attempt to provide for the extension of streets from this subdivision (Boone Creek) into the as yet undeveloped properties north and south, several revisions to the proposed preliminary plat's street design were discussed. It was also noted at this time that a lack of interconnecting streets through subdivisions has an adverse impact on the traffic flow along major thoroughfares and assists in the creation of gridlock. Concern was expressed that the proposed preliminary plat did not include a local north-south collector street. Roger Gerstad noted that the topography north of the Boone Creek development would not support the extension of a road north. Council directed staff to meet with the developers and City Planner Allen Kracower to determine if a north-south collector road would be feasible and where it might be located within the subdivision. Alderman Bates requested all the requirements cited by the Plan Commission at their May 18, 1995 meeting be incorporated into the revised preliminary plat. A Council meeting date to readdress this issue will be scheduled after staff meets with the developers. JOB DESCRIPTION FOR ASSISTANT ADMINISTRATOR Due to the lateness of the hour, Council requested staff reschedule this agenda item for the July 26, 1995 regularly scheduled Council meeting. NEW BUSINESS Alderman Bates, referencing Director of Parks and Recreation Merkel's memo, requested Council's approval to re-open the McCullom Lake/Petersen Park Beach. The Northeastern Illinois Planning Commission had given formal notification that it was now safe to do so. Alderman Bates also recommended waiving the beach admission fees for the month of July in a gesture of good will. Motion by Bates, seconded by Lawson, to re-open the McCullom Lake/Petersen Park Beach effective Friday, June 30, 1995 at 1 1 :00 A.M. Voting Aye: Bolger, Bates, Lawson, Baird. Voting Nay: Locke. Absent: None. Motion carried. Motion by Bates, seconded by Lawson, to waive the admission fees to the McCullom Lake/Petersen Park Beach for the entire month of July. Voting Aye: Bolger, Bates, Lawson, Locke, Baird. Voting Nay: None. Absent: None. Motion carried. Alderman Lawson rescheduled the Finance Committee Meeting for Wednesday, July 5, 1995 from 6:00 p.m. to 6:30 p.m. June 28, 1995 Page 3 City Clerk Althoff distributed a memo from the City's traffic attorney Charles Reilly for Council review. She asked the Aldermen to contact her regarding their attendance at the Motorola grand opening on Friday, July 7, 1995 at 9:30 a.m. She also reminded the Aldermen of the planned recreational visits for Monday, July 10, 1995.
