AGENDA ITEM #1 - Discussion on Development of Communitv Do Park
The Parks & Recreation Committee has discussed the development of a Community Dog Park
since 2005. Preliminary site plans and cost estimates were developed for an area north of the
Riverside Hollow subdivision and Fox Ridge Park (west). (Attachment#1)
3D Design developed these site plans and cost estimates for committee review. A public open
house meeting was held on Wednesday, June 15, 2005 to review the preliminary plans for
these two sites. (Attachment #2) Residents attending this open house expressed a need for
such a facility in the community. Some neighborhood residents were concerned about the
impact to adjoining residentia) areas.
No action was taken on the development of these two sites. The committee discussed
including the idea of a dog park development in the community needs assessment survey and
the park and open space master plan.
The desire for a dog park facility was supported in the needs assessment survey and was
discussed in the public community design charettes.
Althoff Park was identified in the design charette phase of the open space master plan as a
potential dog park site. The conversion of some of the turf area was suggested due to the
difficulty in maintaining this location for an active soccer facility.
The final draft of the open space master plan included a recommendation to convert a portion
of Althoff Park into a dog park facility. (Attachment#3)
If the committee is interested in moving ahead with the development of a community dog park
facility we have three potential locations. The two sites reviewed in 2005 are undeveloped
sites that would require a significant investment in facility costs. The Althoff Park site has the
basic support facilities in place and would require some fencing revisions.
All three sites have some residential properties adjoining one or two sides of the proposed
locations. Any negative adverse effects to the residential areas could be minimized in the final
design of a dog park. These design features could include setback distances, landscape
screening and fencing.
Once a final site is identified a qualified design firm can be contracted for development of a site
plan and preliminary cost estimates. Staff can develop a program plan for this facility that
would include rules/regulations, resident/non-resident policy, fee structure, enforcement
options and hours of operation.

September 14, 005 . :
, Dog Park DisCussion .
lirector Merkel reminded the Committee an open house was held in 7une,tb provide
. inforrnation and abtain community input reg, rding a proosed dog park in theGity. Negative
comments were received from Riverside Hollaw residents and others abutting the praposed site
along Riverside Drive. No comments were made regarding the proposed Fox Ridge Park site.
Discussion occurred regarciing t$e Dog Pazk placemen.t in an already ceveloped
subdivision (i.e.Fox Ridge Park), in an undeveloped area, or on a more counercially-centered
site. Chairman Peterson suggested the rear of the Peterseniistcric Faxm Propertyould make a
good location .or the Dog Park, particuarly since Home Depot has recently moved the access
point through their subdivisian. He noted t.e park is adjacet to commercial reat, wlicwould
iotreate problems similar ta a location adj.cent to rsidential development.
Mr. Rapata inquired if the Dog Park would be fiscally viable. What percentage of the
prk users would take care of fihe park, clean up a,fter thir dogs, etc. Mr. Rapata further inquired
. what criteria the City uses to approval of new pragrams, particuarly those broached by the
residents.
Alderman Condan stated her preferencefor iocating the Dog Park in FoRidge Park anci
noted area residents would be more apt to use it if they could walk to it. Alderman Schaefer
statecthere will be objctors no matter the ultirnate location of the park or the type of park wl.ch
is created. Lliscussion vccurredegarding passble alternate 5ites:
. Petersen Fark field area which is currently used fot Petersen Park Iarge event pa.rking;
 Cunat King parCla,nd; .
Shamrock Farm school property on a temporary basis unil school decides to build on it;
chool site on Da.rtmoor I7riive. •
Alderman Santi opined the discussion appears to be moving in the wrong direction as the
Commxttee seems to be broadening the seazch instead of narrowin tle focus for the Uog Park
location. Alderman Condon suggested deferring further discussion regarding the Dog Park until
. afer the rsuls of the Needs Assessment Survey have been tabulated and reported.
"'" It was the.consnsus of the Committee to table further discussion regding the Dogark
or 30 days or until results of the Needs Asseasment Suruey are knawn. --
Brie discusSion was held regarding the conflict between the City ordiance which
prohibits dogs in all City parks and the McHenry County Conservation.District which permits
dogs on a leash on its bile/pedestrian path.
. Director's Report ,
Director Merkel reported:
1. The results of the Needs Assessment Survey will be reportd to Council at its Monday,
October 17, 2005 regularly scheduld meeting. A brief presentatio:. wili be given
_ preceding Counil discussion azid action.
2. Petersen Park Waterfront Project will be inspected by the IIIDNR in the near futur+e prior to
