' �:;Q-. ... :.r. �.31. AGENDA ITEM #1 - Discussion on Development of Communitv Do� Park The Parks & Recreation Committee has discussed the development of a Community Dog Park since 2005. Preliminary site plans and cost estimates were developed for an area north of the Riverside Hollow subdivision and Fox Ridge Park (west). (Attachment#1) 3D Design developed these site plans and cost estimates for committee review. A public open house meeting was held on Wednesday, June 15, 2005 to review the preliminary plans for these two sites. (Attachment #2) Residents attending this open house expressed a need for such a facility in the community. Some neighborhood residents were concerned about the impact to adjoining residential areas. No action was taken on the development of these two sites. The committee discussed including the idea of a dog park development in the community needs assessment survey and the park and open space master plan. The desire for a dog park facility was supported in the needs assessment survey and was discussed in the public community design charettes. Althoff Park was identified in the design charette phase of the open space master plan as a potential dog park site. The conversion of some of the turf area was suggested due to the difficulty in maintaining this location for an active soccer facility. The final draft of the open space master plan included a recommendation to convert a portion of Althoff Park into a dog park facility. (Attachment#3) If the committee is interested in moving ahead with the development of a community dog park facility we have three potential locations. The two sites reviewed in 2005 are undeveloped sites that would require a significant investment in facility costs. The Althoff Park site has the basic support facilities in place and would require some fencing revisions. All three sites have some residential properties adjoining one or two sides of the proposed locations. Any negative adverse effects to the residential areas could be minimized in the final design of a dog park. These design features could include setback distances, landscape screening and fencing. Once a final site is identified a qualified design firm can be contracted for development of a site plan and preliminary cost estimates. Staff can develop a program plan for this facility that would include rules/regulations, resident/non-resident policy, fee structure, enforcement options and hours of operation. Discussion occurred regasding the Dog Park placement in an already developed subdivision {i.e. Fox Ridge Park), in an undeveloped ar�a, or an a more co�imercially-cente�red site. Cha.irman Pe�terson suggested the rea.t of the Petersen H istoric Fa�-m Property�vould make a good location �or the Dog Park, particu.�azly since Home Depot has recently moved the access point through their subdivision. He not�d the park is adjacent to commercial retail, whic�would not�reate problems similar ta a location adj�.cent to residential development. � Mr. Rapata inquired if the Dog Park wot,Yld be f scally viable. What percentage of the p�.rk users would take care of the park, clea.n up after th�it dags, etc. Mr. Rapata furth�r inquired what criteria the City �zses to approval of new pragrams, particu�arly those broached by the residents. Alderman Condon stated her pr�ference for iocating the Dog Park in Fox Ridge P�rk ancl noted area residents would be more apt to use it if they could walk to �t. Alderman Schaefer stated there will be obj�c�r�rs na matter the ultiznate location of the pazk or the type of park wl�ich is created. Alderman Condon suggested deferring further discussion regarding the Dog Park untit after the resul�s of the Needs Assessment Survey have been tabulated and reported.
