At roll cal- the following Aldermen were present: Bolger, Donahue, Locke, :,i.eder, Smith, Adams, Patterson. Serritella arrived at 7:35 P.M. Absent: None. City Staff in attendance: City Clerk Gilpin, City Attorney Narusis, City Administrator Peterson. Director of Public Works Batt, Director of Building and Zoning Lobaito, Chief of Police Joyce. Absent: Director of Parks and Recreation Merkel. TEN MINUTE PUBLIC INPUT SESSXON �..` No one signed up to speak during the ten minute pu')lic input session. CONSENT AGENDA Motion by Donahue, seconded by Smith, to approve the consent agenda as follows, with the addition of a request for a connection for the Northern Illinois Medical Center Day Care Building to be placed on the McHenry Police Fire Alarm Control Panel. 1) Approve December 9, 1992 Regular City Council Meeting Minutes; 2) Approve Final acceptance of public improvements in Winding Creek 5, Unit III, and approve release from $68,706.00 construction letter of credit upon receipt of warranty letter of credit for $10,993.007 . 3) Approve final acceptance of public improvements for Malibu Estates and approve release from $32,500.00 construction letter of credit upon receipt of warranty letter of credit for $5,200.00; 4) Approve request of NIMC to connect Day Care Center building to the, fire alarn control pane'. of the McHenry Police Department. FRIENDS OF THE FOX RIVER CERTIFICATES OF APPRECIATION Patricia Reese, Executive Director of the Friends of the Fox River, was present along with Lnton Rebel to present Certificates of Appreciation to individuals, groups, and Boy Scout and Girl Scout Troops for the help they gave in cleaning tip Boone Creek the summer of 1992. Certificates were awarded to- Anton Rebel, McHenry Preservationists, McHenry Jaycees, McHenry Rotary Club; McHenry West Campus High School, Northwest Herald Newspapers.. Joe King, . ORDINANCE ABATING 1992 REAL ESTATE TAXES The City issued $3 million in Alternate General Obligation Bonds to construct a new Municipal Center. These bonds were to be paid from sales tax collected by the City., To insure the security of the repayment of these bonds to the bond holders, the bonds are also secured by the full faith and credit of the municipality, and are included on the real estate property tax levy. Each year it is the intent of the City to abate these real estate taxes, and .nake these payments from sales tax collected. Motion by Patterson, seconded by Smith, to pass an ordinance abating real estate taxes for the 1992 tax levy year in the amount of $310,600 for the Alternate General Obligation Bonds for construction of the Municipal Center Building. REPLACEMENT OF STREET SWEEPER Specifications for a replacement street sweeper were prepared with the input from the Director of Public Works. Two methods could be used to purchase the street sweeper: through a negotiated price and waive the bid requirements; or to go through a sealed bid process. Motion by Locke, seconded by Patterson, to purchase a replacement street sweeper through a sealed bid process at a cost not to exceed $110,000, and to include an AM radio in the purchase of this street sweeper. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. MAYOR'S STATEMENT AND REPORTS At the December 9, 1992 City Council Meeting with the School Boards, it was decided to schedule another meeting in late January to continue discussions. Mayor Busse suggested that the Council have its own meeting to discuss issues before scheduling another meeting with the School Boards. It was decided to schedule a discussion at the January 20, 1993 regular City Council meeting. COMMITTEE REPORTS ---� There were no Committee Reports. DEPARTMENT HEAD REPORTS Cit;, Admir_;stratov Peterson asked that the City Council make a decision as to whether the water and sewer lines at ,the Northern Illinois Medical ':enter Campus be kept private: or made publiz.. The matter was referred tc the Public Works Committee for a recommendation It will be discussed at the Committee's January 27, 1993 Committee meeting. Director of Building and Zoning Lobaito suggested that two lots in Biscayne Hig'lands change street names so as to avoid confusion. He asked that I,ots 10 and 11 in Biscayne Highlands subdivision be changed to Amberwood Place, which is an extension of a street in the proposed Hillside annexation plat. Motion by Smith, seconded by Dcnahue, to authorize the City Attorney to draft an ordinance changing the came from Biscayne Road to Amberwood Place for Lc -0 and'11 in Biscayne Highlands subdivision. Voting Aye: Bolger, Donahue, Lieder, Locke Smith, Adams, Patterson, Serritella. Vocing Nay: None. _absent: None. Motion carried. NEW BUSINESS Alderman Adams suggested that the Illinois Department of Transportation be requested to overlay Elm Street from Front Street (Route 31) to Ringwood Road, and to check the feasibility of installing a fifth center turn lane in that same location. January 13, 1993 Page 3 Motion by Adams, seconded by Patterson, to authorize the City Administrator to write a letter to the Illinois Department of Transportation requesting that they study the feasibility of installing a fifth center turn lane, and overlaying Elm Street between Front Street and Ringwood Road. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. �— Alderman Patterson scheduled a Parks & Recreation Committee meeting for Thursday, January 21, 1993 at 7:30 P.M. Mayor Busse announced that the City had received a citation from the American Autombile Association in recognition of no pedestrian accidents for the year 1991. Alderman Bolger suggested that a street light be placed at the intersection of Bull Valley Road and Meadow Road in McHenry Shores. Motion by Bolger, seconded by Donahue, to instruct the Director of Public Works to proceed with installing a street light at the intersection of Bull Valley and Meadow Roads in McHenry Shores. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Bolger asked that the Aldermen look at the Main Street Business District to see where additional parking might be established for those businesses. Alderman Lieder reported that he would schedule a Finance Committee meeting before the end of January to proceed with deliberations on the 1993-94 Budget.
