FEBRUARY 10; 1993
The Regular Meeting of. the McHenry City Council was called to order
by Mayor Busse on Wednesday, February 10, 1993 at 7:30 P.M. in the
Council Chambers of the Municipal Center. At roll call the following
Aldermen were present: Bolger, Donahue, Lieder, Locke, Smith, Adams,
Patterson, Serritella. Absent: None. City staff in attendance: City
Clerk Gilpin, City Attorney Narusis, City Administrator Peterson,
Director of Public Works Batt, Director of Building and Zoning Lobaito,
Director of Parks and Recreation Merkel, Chief Joyce. Absent: None.
TEN MINUTE PUBLIC INPUT SESSION
No one signed up to speak during the ten minute public input session.
CONSENT AGENDA
Motion by Locke, seconded by Patterson, to approve the consent agenda
as follows:
(1) Approve the request of the Lions' Club to hold its annual carnival in
the Green Street parking lot on June 9-13, 1993, and to waive the fee
for amusement licenses.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
RESOLUTION FOR MCCD
The McHenry County Conservation District is applying for a grant from
the State Department of Transportation to continue the construction of a
bike path from Crystal Lake north to Ringwood along the Chicago and
Northwestern Railroad right-of-way.
Motion by Locke, seconded by Bolger, to pass a resolution supporting
the McHenry County Conservation District in seeking grant funding under
the Illinois Transportation Enhancement Program.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
NAVAL TRAINING STATION RESOLUTION
Representatives from the Great Lakes Naval Training Center requested
that a resolution be passed by the City Council to support efforts to
keep the Great Lakes Naval Training Center in operation.
Motion by Bolger, seconded by Patterson, to pass a resolution in
support of keeping the Great Lakes Naval Training Center in operation, as
presented.
Voting Aye: Bolger, Donahue, Lieder, Locke.
Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
ENVIRONMENTAL ADVISORY COMMITTEE TREE SALE
Last year the Environmental Advisory Committee worked with the Parks
and Recreation and the Public Works Departments to conduct a tree sale
for residents. The program was successful, but was held in the Fall.
This year the Committee is asking that the tree sale be held again this
year, but that it be done in the Spring instead of the Fall.
Motion by Patterson, seconded by Donahue, to support the
Environmental Advisory Committee tree sale, and authorize the Parks and
Recreation ane Public Works Departments to work with the Committee in
conducting the Spring Tree Sale.

COUNTRY CLUB ESTATES SPECIA:. ASSESSMENT PROJECT
Carl Moon of Baxter & Woodman addressed the Council concerning a
January 20, 1993 letter which spelled out the scope of the sanitary sewer -�
project in the Country Club Estates subdivision, and the various
engineering approaches to designing the system. The engineer's estimate
ranged from $370,000 to $482,000. Since the lower cost alternative
developed through the engineer's estimate of cost was considerably higher
than the original estimated cost that was presented to the residents of
the Country Club Estates subdivision, it was felt that residents of the
area should be made aware of these increased costs before proceeding with
the project.
Motion by Smith, seconded by Serritella, to re—survey the residents
of the Country Club Estates subdivision and have them revote the issue
with the increased costs of the project being spelled out for the
residents.

Smith, Adams, Patterson, Serritella.

Motion by Bolger, seconded by Donahue, to establish 15% as the public
benefit portion of the project to be paid by the City.

COMPUTER SOFTWARE UPGRADE FOR POLICE DEPARTMENT
The State of Illinois has required that uniform crime reports be
submitted to the State. The uniform reporting of crimes helps in
establishing police priorities based upon standardized information. In
order to convert the Police Department's current NCR software to the new
l State reporting standards, a quote of $7,500 plus expenses not to exceed
$500 was submitted.
Motion by Locke, seconded by Patterson, to authorize an upgrade of
the current Police Department computer software package to allow the City
to store, manage, retrieve, and file police report information according
to the State's new uniform crime reporting standards at a cost of $7,500
plus expenses not to exceed $500.

MAYOR — STATEMENT AND REPORTS
The Mayor announced that the first meeting of the Ad Hoc
Developmental Advisory Committee of the five taxing districts (School
District #15, School District #156, Fire District, Library District and
the City of McHenry) would be meeting at 10:00 A.M. on February 11, 1993
to establish procedures for conducting the committee meetings.
The Mayor announced that Tom Hopkins, Chairman of the Landmark
Commission, had submitted his resignation from that Commission, effective
May 5, 1993.

DEPARTMENT HEAD REPORTS
City Administrator Peterson reported that there were 25 properties
which had made no payment on the McHenry Shores Special Assessments after
5 years of the program. That results in approximately $200,000 in
deliquent payments to the City. He suggested that consideration should
be given to possibly selling those properties at a tax sale to collect
those monies. The matter was turned over to the Finance Committee for
consideration.
City Clerk Gilpin announced that a lottery to establish placement on
`! the April 20, 1993 General Election ballot for City offices would be held
at 7:15 P.M. on February 17, 1993, prior to the regular City Council
meeting.
