HomeMy WebLinkAboutMinutes - 04/14/1993 - City Council REGULAR MEETING APRIL 14, 1993 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 14, 1993 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Smith, Adams, Patterson, Serritella. Locke arrived at 9:00 P.M. and left the meeting at 10:31 P.M. Absent: None. City Staff in attendance: City Clerk Gilpin, City Administrator Peterson, Director of Public Works Batt, Director of Building and Zoning Lobaito, Director of Parks and Recreation Merkel, Chief of Police Joyce. Absent: City Attorney Narusis. TER MINUTE PUBLIC INPUT SESSIOft Jim Higgins complimented the Police Department on the way they �- handled a complaint of his when a sign was torn down in his yard. Dennis Birmingham asked that the Developer Donation Impact Fee Ordinance not be passed at this meeting because it might affect the school referendum vote on April 20, 1993. Vicki Sheppard questioned why Alderman Serritella had an illuminated election sign at her place of business, which is illegal according to City Ordinances. AMENDMENT OF CERTIFICATE FOR FINAL PLAT An amendment was requested in connection with the City Clerk's Certificate on final plats which would serve as affirmative evidence that the City accepts the dedications contained on subdivision plats. Motion by Smith, seconded by Adams, to pass an ordinance amending the City Clerk's Certificate in connection with final plats, as presented. April 14, 1993 Page 4 Voting Aye: Bolger, Donahue, Lieder, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: Locke. Motion carried. AWARD BID FOR 1993 STREET MAINTENANCE PROGRAM A proposed Summer Street Maintenance Program was drafted and put out for bid in an estimated amount,� of $470,000.00. Five bids were received. Because the bids received were so low, it was the recommendation of the Director of Public Works that additional roads be considered for maintenance this year. Alderman Bolger, Chairman of the Public Works Committee, announced that he would schedule a Public Works Committee Meeting to discuss adding additional streets to the Summer Maintenance Program. Motion by Bolger, seconded by Donahue, to award the 1993 Street Maintenance Program to low bidder Peter Baker & Sons in the amountof $338,234.67. Voting Aye: Bolger, Donahue, Lieder, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: Locke. Motion carried. AMENDMENT OF DEVELOPER DONATION IMPACT FEE ORDINANCE The Finance Committee recommended that the City's Developer Donation Impact Fee Ordinance be amended to reflect the Consumer Price Index increases over the last two years, which would be a total of 6 percent. It was also recommended that the fees become effective July 1, 1993. Motion by Bolger, seconded by Adams, to approve the recommendation of the Finance Committee, and pass an ordinance increasing the Developer Donation Impact Fees by 6 percent, effective July 1, 1993. Voting Aye: Bolger, Donahue, Lieder, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: Locke. Motion carried. REVIEW 1993-94 BUDGET Alderman Lieder, Chairman of the Finance Committee, reported that the Finance Committee had met three times to review current year revenues and expenses in detail. The budget proposed by the Finance Committee was a balanced budget, which anticipated the discontinuation of the Income Tax Surcharge and anticipated a 5% increase in sales tax revenues. Alderman Lieder summarized the highlights and changes of the Finance Committee's review for the proposed 1993-94 budget. There was general consensus on most of the items, except the one suggestion to eliminate the guarded beach at McCullom Lake for one year. Motion by Serritella, seconded by Donahue, to put $9,000 back into the 1993-94 Budget for the purpose of providing a guarded beach at --� McCullom Lake. Voting Aye: Patterson, Serritella, Bolger, Donahue, Lieder. Voting Nay: Smith, Adams. Absent: Locke. Motion carried. Alderman Lieder announced the budget would be presented for approval at the April 21, 1993 meeting. Alderman Locke arrived at 9:00 P.M. April 14, 1993 Page 5 DEPARTMENT HEAD REPORTS Director of Public Works Batt reported that he had received price quotes for handling the yard waste pickup from April 24, 1993 to August 7, 1993. Cornerstone Disposal quoted a price of $420.00 per load versus $495.00 from Waste Management, and $575.00 from Browning-Ferris. He recommended hiring Cornerstone Disposal to handle the yard waste pick-up until August 7, when the company which will be awarded the City scavenger license would take over. Motion by Smith, seconded by Bolger, to authorize and approve the hiring of Cornerstone Disposal to handle yard waste pickup from April 24, `— 1993 to August 7, 1993 at a cost of $420 per load. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. EXECUTIVE SESSION Motion by Patterson, seconded by Bolger, to go into Executive Session at 9:08 P.M. to discuss pending litigation, personnel, and property acquisition. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. OPEN SESSION Motion by Locke, seconded by Patterson, to go back into Open Session at 10:31 P.M. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Locke left the meeting at 10:31 P.M. NEW BUSINESS No new business matters were presented by the Mayor or Aldermen ADJOURNMENT Motion by Smith, seconded by Adams, to adjourn.
