HomeMy WebLinkAboutMinutes - 04/21/1993 - City Council REG_'LAR MEETING APRIL 21, 1993 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 21, 1993 at 7:30 P.M. in the Council room of the Municipal Center. At roll call the following Aldermen were in attendance: Bolger, Donahue, Locke, Smith, Adams, Patterson, Serritella. Lieder arrived at 7:40 P.M. Absent: None. City Staff in attendance: City Clerk Gilpin, City Administrator Peterson, .City Attorney Narusis, Director of Public Works Batt, Director of Building and Zoning Lobaito, Director of Parks and Recreation Merkel, Chief of Police Joyce. Absent: None. TEN MINUTE PUBLIC INPUT SESSION �-- Kevin Mundt addressed the Council and thanked it for all the help given him in establishing his new businesses in McHenry. CONSENT AGENDA Motion by Patterson, seconded by Bolger, to approve the Consent Agenda as follows: (1) Approve April 7, 1993 Regular City Council Meeting Minutes; (2) Approve April 14, 1993 Regular City Council Meeting Minutes; (3) Approve Tuition Reimbursement request of Patrolma*~,Thomas Jenkins for Marketing Course 375, at $270.00; (4) Approve Progress Payment #2 for the Central Wastewater Treatment Plant Centrifuge improvements in the amount of $14,195.25; (5) Approve the March Treasurer's Report as presented; (6) Approve the March Budget Report as presented. Voting Aye: Bolger, Donahue, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: Lieder. Motion carried. Alderman Lieder arrived at 7:40 P.M. CITY OF McHENRY CONDITIONAL USE REQUEST Under the City's existing Zoning Ordinance, it is necessary for the City to obtain a conditional use in order to operate a well, water treatment plant facilities, and an elevated tank in a residential area. The Zoning Board of Appeals heard the conditional use request at its April 5, 1993 meeting. Motion by Bolger, seconded by Donahue, to pass an ordinance granting a conditional use for operation of a municipal water well and a water treatment plant on Outlot A and Outlot B, and Lot 13 of the Oaks of McHenry Phase I Subdivision. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Bolger, to pass an ordinance granting a conditional use to permit the operation of an elevated storage tank on Lot 1 of the McHenry Commons II Subdivision. Voting Aye: Bolger, Donahue, Lieder, Locke, `. Smith, Adams, Serritella. Voting Nay: Patterson. Absent: None. Motion carried. April 21, 1993 Page 2 WATER TREATMENT PLANT #4 BIDS A total of eight bids were submitted for construction of a water treatment plant in the Oaks of McFei_ry Phase I subdivision. Motion by Patterson, seconded by Bolger, to award a contract to William A. Randolph, Inc. of Morton Grove in the amount of $777,489.00 as the low bid for construction of Water Treatment Plant #4, as recommended by Baxter & Woodman. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. WATER SUPPLY WELL #9 PUMPING EQUIPMENT BID As part of the construction of Water Treatment Plant #4, bids were solicited for pumping equipment. Four bids were received. The low bid did not meet the important specifications contained in the bidding documents. Motion by Smith, seconded by Adams, to award the contract for purchase of pumping equipment for Water Supply Well #9 to the second lowest bidder, Layne-Western Company of Aurora, in the amount of $47,500.00, as recommended by Baxter & Woodman. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. MAYOR - STATEMENT AND REPORTS The Mayor congratulated the people who were elected to the City Council on April 20, 1993 and thanked all those who ran for election for their interest in the City of McHenry. NEW BUSINESS Smith, Adams, Patterson, and Serritella, who ran but were not re-elected to the City Council, thanked all of their supporters for their votes. Serritella also requested that minutes of past meetings be presented at the next Council meeting as to the seasonal hours of operation for the Knox Park Pool. Alderman Bolger brought up the matter of charging vending license fees for non-profit groups. Motion by Bolger, seconded by Donahue, to authorize the City Attorney to draft an ordinance stating that no vending machine license fees be charged for non-profit groups. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. EXECUTIVE SESSION Motion by Serritella, seconded by Patterson, to go into Executive Session at 8:10 P.M. to discuss property acquisition. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. April 21, 1993 Page 3 OPEN SESSION Motion by Patterson, seconded by Adams, to go back into Open Session at 8:24 P.M. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Adams, to authorize the City Attorney to draft a contract to make an offer to buy the property discussed in Executive Session at the price disclosed in Executive Session. Voting Aye: Bolger, Donahue, Lieder, Smith, Adams, Patterson, Serritella. Voting Nay: Locke. Absent: None. Motion carried. ADJOURNMENT Motion by Smith, seconded by Adams, to adjourn.
