APRIL 28, 1993
The Annual Meeting of the McHenry City Council was called to order by
Mayor Busse on Wednesday, April 28, 1993 at 7:30 P.M. in the Council
Chambers of the Municipal Center. At roll call the following Aldermen
were present: Bolger, Donahue, Locke, Lieder, Smith, Adams, Patterson,
Serritella. Absent: None. City Staff in attendance: City Clerk
Gilpin, City Attorney Narusis, City Administrator Peterson, Director of
Public Works Batt, Director of Building and Zoning Lobaito, Director of
Parks and Recreation Merkel. Absent: Chief of Police Joyce.

No one signed up to speak during the Ten Minute Public Input Session.

McHENRY JAYCEES DONATION
Last year the McHenry Area Jaycees donated $31,000 for the initial
development of a five-acre park located in the Trails of Winding Creek
Subdivision. The park was named Jaycee Park, and was built with the
$31,000 which purchased the use of recyled material including landscape
timbers, playground apparatus, support platforms, picnic tables, and
benches. Representatives of the Jaycees present this evening were Randy
Christensen, outgoing President of the Jaycees; Kevin Kutz, incoming
President of the Jaycees; and Jaycee members Don Gardner and Brian
Adams. President Kutz presented a check for $9,000 to the City for use
in Jaycee Park for a small picnic shelter, picnic tables, park benches,
and development of athletic areas for soccer and baseball use.
Mayor Busse thanked the Jaycee organization for its continuing
generosity in contributing toward the park system in the City of McHenry,
and expressed extreme gratitude on behalf of all the citizens. ^
UNNAMED CREEK CLEAR-UP
Kevin Barry of Trouts Unlimited and Anton Rebel of Friends of the Fox
were at the meeting to request assistance in clean-up of Boone Creek
which will be held Saturday, June 5, 1993 with a rain date of Saturday,
June 12, 1993. The group needed help in four different areas: 1)
appoint a City representative to work with the group on that day to avoid
any problems and answer questions; 2) request the use of the Municipal
Center classroom on May 18 and May 20 for organizational meetings; 3)
request the use of Whispering Oaks Park for use as a centralized staging
area; and 4) bags from the City to put the trash in. They also were
looking for corporate sponsors to provide food for the volunteers.

Motion by Patterson, seconded by Donahue, to authorize the City to
participate in the Fox Rescue 193 Clean-Up Project, appoint Pete Merkel
as the City's representative to work with the group that day, permit use
of the classroom on May 18 and May 20 for the group, permit the use of
Whispering Oaks Park for a centralized staging area, and to provide trash
bags as may be necessary.

ANNUAL LIQUOR LICENSE RENEWALS
The Mayor's recommendation for approval of the 1993-94 annual liquor
license renewals were presented for Council approval. Several changes
were made in some Class liquor license requests. An ordinance was
presented to reflect those changes.
Motion by Smith, seconded by Adams, to approve the annual liquor
license renewal for the 1993-94 Fiscal Year as follows, and to pass an
Ordinance decreasing the number of Class "A" liquor licenses from 22 to
21, increasing the number of Class "G" licenses from 3 to 4.

REQUEST OF THE GAMBLER FOR VARIATION OF MECHANICAL AMUSEMENT DEVICES
The Gambler of McHenry, located at 1232 N. Green Street, requested a
variation to allow 7 additional mechanical amusement devices at its _..�
location. They presently have four and wish to increase it to 11.
Motion by Adams, seconded by Patterson, to grant a variation of the
Municipal Code for the Gambler of McHenry, Inc. to allow the number of
mechanical amusement devices to be increased from 4 to 11.

APPROVE 1993-94 PROPOSED BUDGET
The Council was presented an overview of the proposed budget at the
April 14, 1993 meeting. The recommended budget was in the amount of
$13,055,706.00. It was projected the year-end General Fund balance would
be approximately $206,000.00.
Motion by Bolger, seconded by Serritella, to approve the 1993-94
proposed budget in the amount of $13,055,706.00, as presented, which
budget includes the following employee wage and benefit requests: 1) a
4.25 percent adjustment to the salary matrix; 2) increased life insurance
benefit from $20,000 to $30,000; 3) allow purchase of blouses from
uniform allowance; 4) provide direct deposit paycheck option; 5)
increased boot allowance from $75 to $85.

SEASONAL HOURS OF OPERATION FOR KNOB PARK POOL
At the last Council meeting, Alderman Serritella requested that the
seasonal dates of operation for the Knox Park Pool be reviewed and that
minutes from the last discussion on these dates be presented for Council
review.
Motion by Serritella, seconded by Donahue, to keep the Knox Park Pool
and the Petersen Park Beach open from Memorial Day weekend through Monday
of Labor Day weekend, and if cut-backs have to be made prior to the Labor
Day weekend, they should be done Monday through Friday, but the pool and
beaches should be left open Saturday, Sunday, and Monday of the Labor Day
weekend.
Discussion ensued.

MAYOR - STATEMENT AND REPORTS
At the last Council meeting, the City Attorney was authorized to
draft a contract to make an offer to buy property discussed in Executive
Session. Attorney Narusis presented the real estate sales contract for
purchase of the property at this Council meeting. The property in
question consists of 15.27 acres of property along the east side of Boone
Creek, south of extended Dartmoor Drive. The total cost of the property
was $30,540.00 and was purchased from the McHenry State Bank as Trustee
under Trust No. 3518 (Gerstad Builders).

to execute the real estate sales contract for 15.27 acres at a cost of
$30,540.00, as presented.

DEPARTMENT HEAD REPORTS
City Administrator Peterson reported that the closing on the sale of
1111 N. Green Street took place Wednesday, April 28, 1993.
He also announced that a revolving loan application had been received
for $50,000 to establish a plant to manufacture plastic pallets in Tonyan
Industrial Park. Approximately 50 jobs would be generated from this
business.
The City Clerk announced that the vending machine ordinance exempting
non-profit groups from paying the fee had been drafted by the City
Attorney as instructed at the last meeting.
Motion by Donahue, seconded by Bolger, to pass an ordinance exempting
�— not-for-profit groups from paying City vending machine license fees, as
presented.

NEW BUSINESS
Aldermen Smith, Adams, Patterson, Serritella, Donahue, Lieder, and
Mayor Busse all made parting comments since this was their last Council
meeting.
Motion by Bolger, seconded by Patterson, to have the City Clerk call
longtime former Athletic Director of McHenry Communty High School,
Leonard J. McCracken, and express birthday congratulations to him on his
90th Birthday.

Head salaries for the 1993-94 Fiscal Year as follows:
City Administrator 7% increase to $63,612.00
Chief of Police Joyce 6.5% increase to $63,000.00
Director of Public Works Batt 6.5% increase to $57,893.00
Park Director Merkel 6.6% increase to $51,000.00
Director of Building and Zoning Lobaito 6.7% increase to $48,000.00
Clerk/Collector Gilpin 2.5% increase to $53,461.00
