HomeMy WebLinkAboutMinutes - 05/05/1993 - City Council REGULAR MEETING MAY 5, 1993 The Regular Meeting of the McHenry City Council was called to order by Mayor Cuda on Wednesday, May 5, 1993 at 7:45 P.M. in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Locke, Bates, Lawson, Baird. Absent: None. City Staff in attendance: bity Clerk Gilpin, City Administrator Peterson, City Attorney Narusis, Director of Public Works Batt, Director of Building and Zoning Lobaito, Director of Parks and Recreation Merkel. Absent: Chief Joyce. TER MINUTE PUBLIC INPUT SESSION No one signed up to speak during the Ten Minute Public Input Session. �-- CONSENT AGENDA Motion by Bolger, seconded by Baird, to approve the April 28, 1993 regular City Council Meeting Minutes, as presented. Voting Aye: Bolger, Locke, Bates, Lawson, Baird. Voting Nay: None. Absent: None. Motion carried. VARIANCE REQUEST FOR ADDITIONAL MECHANICAL AMUSEMENT LICENSES FOR SLOPPY T's, FIRST DRAFT, AND JUST FOR FUN ROLLER RINK The Municipal Code requires a variance be secured when more than four mechanical amusement devices are sought for licensing at any business location within the City of McHenry. Sloppy T's, 4831 W. Elm Street, requested two additional licenses for a total of six, First Draft, 3421 W. Elm Street, requested six additional licenses for a total of ten licenses, and Just For Fun Roller Rink, 914 N. Front Street, requested two additional licenses for a total of six. Motion by Bolger, seconded by Lawson, to approve the variation requests as presented. �-- Voting Aye: Bolger, Locke, Bates, Lawson, Baird. Voting Nay: None. Absent: None. Motion carried. SOLICITATION REQUEST Lawrence Grassman, of Kenosha County Kirby, requested a solicitation permit to sell vacuum cleaners door-to-door in the City. Motion by Locke, seconded by Bates, to deny the request of Lawrence Grassman, and review the ordinance concerning solicitation permits for Class "B" solicitors, and come back in 45 days with a recommendation. Voting Aye: Bolger, Locke, Bates, Lawson, Baird. Voting Nay: None. Absent: None. Motion carried. INTERGOVERNMENTAL AGREEMENT WITH McHENRY ELEMENTARY SCHOOL DISTRICT 15 The City Council approved a revised annexation agreement with Backhaus for the development of his property west of Crystal Lake Road. As part of the annexation discussions, the City agreed to enter into an intergovernmental agreement with School District 15 for the purpose of sharing a 26-acre municipal site for the future construction of an elementary school. School Board President Lucy Fick sent a letter to the City Administrator on February 15, 1992 concerning the intergovernmental agreement drafted by the City. Aldermen were asked to review the information and be prepared to have in-depth discussion at the next meeting on this matter. School District officials are also invited to participate in the discussion. May 5, 1993 Page 2 RENEWAL OF RESIDENTIAL REFUSE CONTRACT The City's existing contract with Waste Management will expire on June 6, 1993. The staff developed a Request For Proposal with input from the Environmental Advisory Committee and the City Attorney. The basic concept of pay-by-the-bag system is incorporated into the new Request For Proposal, as is the continued collection of existing recyclable materials. It was recommended that the Council review the Request For --� Proposals and be prepared, to discuss it at the May 12, 1993 meeting, at which time a representative from the Environmental Advisory Committee will be present with the input of the Committee. MAYOR - STATEMENT AND REPORTS Mayor Cuda thanked the staff for welcoming him and making him comfortable with his new position. He also thanked former Mayor Busse and the past City Council for maintaining the City in good shape. Each Alderman then expressed their appreciation and excitement in looking forward to working toward a very productive term of office. DEPARTMENT HEAD REPORTS Park Director Merkel announced that Park registration, the tree sale, and bike auction would take place on Saturday, May 8, 1993 at the Municipal Center complex. Director of Public Works Batt noted that information was being sent out with the water/sewer bills concerning caution on lead poisoning. The EPA required that this notice be sent to every water user in the City. Director of Building and Zoning Lobaito reported that underground tanks were being removed from the former gas station on the northeast corner of Meadow and Elm Street. --� ADJOURNMENT Motion by Bates, seconded by Lawson, to adjourn. Voting Aye: Bolger, Locke, Bates, Lawson, Baird. Voting Nay: None. Absent: None. Motion carried. The meeting adjourned at 8:10 P.M. J CITY CLER MAYOR MAY 5, 1993 Swearing-in ceremonies were conducted for the newly elected officials. Mayor Steven Cuda administered the Oath of Office to City Clerk Barbara E. Gilpin. City Clerk Gilpin then administered the Oath of Office to Mayor Cuda, First Ward Alderman William J. Bolger, Second Ward Alderman Terence W. Locke, Third Ward Alderman Gregory C. Bates, Fourth Ward Alderman David T. Lawson, and Fifth Ward Alderman Vincent V. Baird. The new Council was then seated and conducted their first regular meeting. Following the meeting, refreshments were served to the elected officials and their families, relatives, and friends who were in attendance for the swearing-in ceremonies. � W �O
