MAY 19, 1993
The Regular Meeting of the McHenry City Council was called to order by
Mayor Cuda on Wednesday, May 19, 1993, at 7:45 P.M. in the Council
Chambers of the Municipal Center. At roll call the following Aldermen
were present: Bolger, Locke, Bates, Lawson, Baird. Absent: None. City
staff in attendance were City Clerk Gilpin, City Administrator Peterson,
City Attorney Narusis, Director of Public Works Batt, Director of
Building and Zoning Lobaito, Director of Parks and Recreation Merkel, and
Chief of Police Joyce.
PUBLIC INPUT SESSION
No one signed up to speak during the ten minute public input session.
CONSENT AGENDA
Motion by Bolger, seconded by Baird, to approve the Consent Agenda as
follows:
(1) Approve May 12, 1993 Regular City Council Meeting Minutes;
(2) Approve Mechanical Amusement Device Variance Request of Old
Bridge Tavern increasing the number of licenses from 4 to 11;
(3) Approve Block Party Request of Ron Roeser of 215 Veretta Court
for a block party on Saturday, June 19, 1993;
(4) Approve Summer Help hirings for Public Works, as presented;
(5) Approve Picnic/Beer Permits, as requested;
(6) Authorize and approve payment of the April Bills, as follows:

ANNEXATION EAST OF RIVER AND UPDATE OF 1989 MASTER PLAN FOR WATER,
WASTEWATER AND STORMWATER SYSTEMS
Carl Moon of Baxter & Woodman distributed 1989 Master Plan Sewer Maps
for review by the City Council. This discussion was brought about
because of an interest in annexing property along Route 120 east of the
+� Fox River from the river to Chapel Hill Road. Joseph Gausden, a member
of the McHenry Area Economic Development Commission surveyed all of the
property owners along Route 120, and reported that one of the main issues
concerning voluntary annexation to the City was the installation of water
and sewer facilities to that area. It was the consensus of the Council
that the issue of annexation east of the river would have to be addressed
through an update of the City's 1989 Water, Sewer, and Stormwater Master
Plan.
Motion by Locke, seconded by Baird to authorize City Engineers Baxter
& Woodman to review and revise the 1989 Master Plan for Water,
Wastewater, and Stormwater Systems for the entire McHenry Facilities
Planning Area (FPA) with Step 1 to focus on the (FPA) east of the river
to Chapel Hill Road.

STAFF VACANCIES
Chief of Police Joyce requested that a dispatcher's vacancy in his
department be filled and Director of Public Works Batt asked that the
positions of Wastewater Treatment Plant Operator 1 and Street Maintenance
Worker be filled One of the positions was created through a retirement
and one through a resignation. ^
Motion by Locke, seconded by Lawson, to authorize advertising for
persons to fill the vacancies of Dispatcher, Wastewater Treatment Plant
Operator 1 and Street Maintenance Worker.
Voting Aye: Bolger, Locke, Bates, Lawson, Baird.
Voting Nay: None.
Absent: None.
Motion carried.
MAYOR — STATEMENT AND REPORTS
Mayor Cuda distributed information on a request from Pioneer Center
for a project on Kane Avenue. He asked the Aldermen to read the material
and report to him with their opinions.
STAFF REPORTS
City Administrator Peterson reported that 7 developers would be
before the Council at the June 2, 1993 meeting to make presentations on
their projects.
Park Director Merkel reported that a meeting would be held May 27,
1993 in the Council Chambers to discuss a proposed new playground project.
Director of Public Works Batt reported on problems he was having
obtaining an easement for installation of a water main to Well #9. Mr. &
Mrs. Chase, owners of the property needed for an easement, were present
but could not specifically define what they wanted in order to grant the
easement. Batt was authorized to call the Chase's attorney, Donald
Truckenbrod, and set up a meeting to see if a solution could be reached.
City Clerk Gilpin reported that the Jaycees had requested use of the
classroom for their meeting. Since the janitor is only on duty until
9:00 P.M. , all meetings would have to be over by that time.
Motion by Bolger, seconded by Lawson, to allow the Jaycees to use the
classroom for one meeting, and if they wished to continue, another
request would have to be made of the Council.

NEW BUSINESS
Alderman Bates reported that he had received several complaints in
the Millstream Park Subdivision. Department Heads were instructed to
assist in some of the complaints that he received. ---�
