HomeMy WebLinkAboutMinutes - 12/28/1993 - City Council COMMITTEE MEETING OF THE WHOLE DECEMBER 28, 1993 Mayor Cuda called to order a Committee Meeting of the Whole on December 28, 1993 at 7:15 P.M. At roll call the following Aldermen were present: Bolger, Lawson, Baird, Bates. Absent: Locke. City Staff in attendance were City Clerk Gilpin and City Administrator Peterson. Absent: Chief of Police Joyce, Director of Public Works Batt, Director of Building and Zoning Lobaito, Director of Parks and Recreation Merkel. City employees in attendance were Kathi Kunzer of the Building and _ Zoning Department; Bill Brogan, Jeff Foerster, Mr. & Mrs. Jim Molner, Patricia Lubben, and George Erkenswick of the Police Department; Gary Gilpin, Mike Owsley, and Jack Proesel of the Public Works Department. Also present were Scott Smiricky of Kraemer Associates, and James Relyea of Arthur J. Gallagher & Co. The purpose of the meeting was to discuss the employee group health insurance, and to have the Council select a company for employee health insurance in 1994. Sealed quotes were requested from numerous insurance companies, and three firms responded: Blue Cross/Blue Shield, Kraemer-Chantler Associates, and Lamb Financial Services. In addition to traditional insurance, discussion was also held on a modified benefit plan on a self-insured basis. Administrator Peterson and insurance men Smiricky and Relyea gave the Council background on the various proposals. Following discussion, there appeared to be a consensus that a change to a modified benefit plan on a self-insured basis was prudent based upon financial and benefit considerations. Since it would be impossible to go with this new program by January 1, 1994, there was a consensus to extend the current Blue Cross/Blue Shield insurance for one additional month to January 31, 1994. The new program would be made effective February 1, 1994. It was noted there would be an additional charge of $7,700.00 for the premium to extend the present coverage for one month. Administrator Peterson was instructed to present detailed information to the Council so that action could be taken at the next Council meeting. Mayor Cuda adjourned the Committee Meeting of the Whole at 9:40 P.M. CITY CLERK
