Voting Aye: Bolger, Locke, Bates, Lawson, Baird Voting Nay: None Absent: None Motion carried. Mayor Pro Tem Bolger called the Regular Meeting of the McHenry City Council to order at 7:53 P.M. At roll call the following Aldermen were present: Bolger, Locke, Bates, Lawson and Baird. Absent: None. City Staff in attendance: City Clerk Althoff, City Administrator Peterson, Director of Building and Zoning Lobaito. Absent: Director of Public Works Batt, Director of Parks and Recreation Merkel, Chief of Police Joyce, City Attorney McArdle, Mayor Cuda. Also in attendance were members of the McHenry Area Economic Development Commission: Dan Curran, Jim Allen of the McHenry County Economic Development Corporation, Kit Carsten:3. Joseph Gausden, Debbie Harr, Mel Prust, and Robert Swartzlof.f- At the beginning of this calendar year, the Council decided that the Regular Council Meetings held on the second meetings of the month would be considered as working meetings to discuss relevant issues concerning development, planning, and other related City matters. TEN MINUTE PUBLIC INPUT SESSION No one signed up to speak during the ten minute input session. McHENRY AREA ECONOMIC DEVELOPMENT COMMISSION The purpose of this meeting tonight was to continue discussion with the Economic Development Commission (EDC) regarding the establishment of a definate policy as to what kind of growth, and how to foster that growth in the future. Chairman Dan Curran began his presentation by enumerating the past accomplishments of the EDC. Curran stated that it was the Commission's current goal to establish an incentives policy that could be presented to qualifying new businesses looking to relocate to McHenry or existing McHenry businesses looking to expand. Curran then presented a list of incentives that could be considered. It was noted that several of these incentives were already in place. Upon Mayor Cuda's arrival at 8:17 P.M. Mayor Pro Tem Bolger stepped down and Mayor Cuda then presided over the meeting. Additional areas to be considered in developing this policy were: 1) Developing Criteria - to further define the qualifications necessary to obtain incentives, 2) Developing Standards for Incentives -criteria determining which, how many, incentives this business is entitled to, 3) How the Plan will be Implemented 4) Transportation Plan and Review Alderman Locke left the meeting at 8:57 P.M. Completing his presentation Chairman Curran suggested a cooperative effort between the city and the EDC be formed to develop the V' incentives policy. Alderman Locke returned to the meeting at 9:00 P.M. It was suggested that two aldermen be appointed to the EDC's committee. May 11, 1994 Page 2 Motion by Baird, seconded by Locke, to authorize the Mayor to appoint two aldermen at the May 18, 1994 Regular Council Meeting to the EDC's committee developing an incentive policy for the city of McHenry. Voting Aye: Bolger, Locke, Bates, Lawson, Baird. Voting Nay: None. Absent: None. Motion carried. ADJOURNMENT Motion by Bates, seconded by Locke to adjourn at 9:37 P.M.
