HomeMy WebLinkAboutMinutes - 06/15/1994 - City Council SPECIAL MEETING JUNE 15, 1994 A Special Meeting of the McHenry City Council was called to order by Mayor Cuda on Wednesday, June 15, 1994 at 7:33 P.M. in the Council \.. Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Locke, Bates, Lawson, Baird. Absent: None. City Staff in attendance: City Administrator Peterson, City Clerk Althoff, City Attorney McArdle, City Engineer Carl Moon, Director of Public Works Batt, Director of Building and Zoning Lobaito, Chief of Police Joyce. Absent: Director of Parks and Recreation Merkel. Mayor Cuda announced the purpose of the meeting was to hold discussion on the proposed annexation east of the river along Route 120 to Chapel Hill Road. The object of this meeting was to identify those properties the City desires to annex along Route 120, describe the process for voluntary annexation, and outline plans for extending water and sewer to these properties and how it would be paid for. Alderman Bolger gave a brief synopsis of the events leading up to the proposed annexation, indicating the initial interests came from the business owners located on the east side of the river. Mayor Cuda then turned the meeting over to attorney McArdle, who reviewed the voluntary annexation process. The pertinent points covered were: (1) 51% of the business owners and electors must want the annexation; (2) Petitioners must file the annexation request with the courts; (3) A hearing date will be set and official public notification given; (4) If there are no objections, annexation can be completed within 3 to 4 months; (5) If objections are made, the City must address each objection before the annexation process can proceed; Zoning classifications will be least restrictive (probably C-5), and all existing business(s) which required additional use variance(s) will be accomodated. City Engineer Carl Moon then presented the sewer plan. Discussion followed as to capacity, location, time frame, property tax, funding, and hook-up fees. Mr. Moon also reviewed the conceptual water plan, noting that water service to this area was not a viable option at this time. i A lengthy question and answer period followed. Mayor Cuda requested "a show of hands" to determine those owners/electors present who would be in favor of proceeding with the annexation. It being determined that the majority of those present wished to proceed with annexation, City �. Attorney McArdle requested that those electors present leave their name, address, and phone numbers with City Clerk Althoff. This would assist the City in compiling their survey list. In summary, it was noted that if the annexation is successful, (1) Property taxes would reflect the increases on the June, 1995 bill; (2) Construction for the sewer system would most likely start in 1996, and may last through two construction seasons. Staff was directed to begin the survey and inventory of specific business uses as soon as feasible. Motion by Bates, seconded by Lawson, to adjourn. Voting Aye: Bolger, Locke, Bates, Lawson, Baird.
