SPECIAL MEETING
NOVEMBER 21, 1994
A Special Meeting of the McHenry City Council was called to order by
Mayor Cuda on Monday, November 21, 1994 at 7:30 P.M. in the Classroom of
the Municipal Center. At roll call the following Aldermen were present:
Bolger, Locke, Lawson, Baird. Alderman Bates arrived at 7:42 P.M.
Absent: None. City Staff in attendance were: City Clerk Althoff, City
Administrator Peterson, Director of Parks and Recreation Merkel.
Absent: City Attorney McArdle, Chief of Police Joyce, Director of
Building and Zoning Lobaito, Director of Public Works Batt.
The purpose of this Special Meeting was a continuation of Executive
Session from the meeting of November 9 and any and all business that may
properly come before the Council.
Motion by Lawson, seconded by Bolger, to go into Executive Session at
7:30 P.M. to discuss Personnel Matters.
Voting Aye: Bolger, Locke, Lawson, Baird.
Voting Nay: None.
Absent: Bates.
Motion carried.
Alderman Bates arrived at 7:42 P.M.
Motion by Baird, seconded by Locke, to go back into Open Session at
9:05 P.M.
Voting Aye: Bolger, Locke, Bates, Lawson, Baird.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Cuda called for a recess at 9:05 P.M. The meeting reconvened
with everyone still in attendance at 9:15 P.M.
ANY AND ALL BUSINESS
Discussion ensued on proceeding with the construction, financing,
maintenance and staffing of a new recreational center for the City. The
Council concurred in support of going forward with this project.
Motion by Locke, seconded by Lawson, to direct City Administrator
Peterson to prepare cost information inclusive of operating expenses for
recreational centers of varying sizes and functions.
Voting Aye: Bolger, Locke, Bates, Lawson, Baird.
Voting Nay: None.
Absent: None.
Motion carried.
The Council also discussed the reorganization of the Parks Department
with City Administrator Peterson being directed to draft a press release
to inform the community of the positive changes being made along with the
cost savings due to the reorganization. Mayor Cuda stated he was sure
that positive public relations would continue under the reorganization.
Alderman Lawson requested Council to reconsider the high school's
request for a cooperative effort for their Building Trades program. It
was suggested at the November 2, 1994 meeting to allow the School
District to construct press/storage boxes at Petersen and Knox Parks.
The City's responsibility would be the cost of the materials, totalling
approximately $4,500 per unit, whereas the School District would be
responsible for the labor, design work and supervision.
Motion by Lawson, seconded by Bolger, to approve the construction of
storage/press boxes at Petersen and Knox Parks by the High School
Building Trades program participants, in an amount not to exceed $10,000.
Voting Aye: Bolger, Lawson, Baird.
Voting Nay: Locke, Bates.
Absent: None.

Alderman Bates then reminded the Council to attend the December 2, .�
1994 open house at the new healthcare facility located in Crystal Lake.

Motion by Bates, seconded by Lawson, to adjourn the meeting.
Voting Aye: Bolger, Locke, Bates, Lawson, Baird.
Voting Nay: None.
Absent: None.
Motion carried.
The meeting adjourned at 10:25 P.M.
