BE IT RESOLVED BY THE ILLINOIS MUNICTPAL LEAGUE TN
sPECIAL CONVEATTION ASS�'�fBL�,D:
Th�t the le�islation concerninsr �he sale of alcoholic
Ziauor shall respect the ri�hts a.nd neec�s of citf�fi, villages,
and incorporated to►�ns, and sha.11 conforrr to the solYowing :,
pr3nciples in connection therewith:
l. There ehall be no state tax levied or imposed
on the reta3l sale of such 13auor within any
city, villa�e or incoxporated to�n;
2. There shall be no etate repulation imnosed on
the xetail sale o#' such liauor v�ithin� sueh
municipalities;
3. There ahall be no state restriction requirin�
tha.t such Iiquor �hall be sold at retai7. in
any specified amounts or packa.gea, nor pro-
hibiting th� sale of such liauar for con�ump-
tion on the premises where so�d.
4. Cities, villages and incorpora.ted towns sna11
have the power, b y ordinance, to lic�nse, tax
a,nd ren�ulate ox prohibit the reta.il sale of
such liauor, and to base any such Iicense fee
on the total gross receipts of any establish-
ment licenscd, or to char�e a licens� zee on
any other basis, as the corporate a.txthoritie�
may decide.
5. Such municipalities shall have the pomer, bJt
ordinanee, to regu.la.te or prohibit the sale of
such liauor for consumption on the nr�mi.ses
wher� sold.
6. Sueh municipal.it�.es shall have th� power by
ordinance, to regulato and restrict �he loca-
tion of premises used �or the retail sale of
such liquor, whether or not such liquor is
_ sold therein for consumption on the pramises
