To discuss pre-fab buildings 2. To discuss sign variations on Elm and Front Streets. 3. To discuss any and all B & Z related matters. I. Our building regulations currently prohibit pre-fabricated homes within the City of McHenry. A request has been made by Don Lechner of Wick Homes to allow the construction of his homes. Don stated that his homes meet the City of McHenry's building codes. His pre-fab homes are panelized homes (put up in wall sections) vs. the modular home type (two halves joined together) . In the past, (Woodstock) building inspectors have toured his contruction plant to conduct inspections as the panels are put together, and he has invited McHenry to do so. He also has obtained research reports from BOCA which states that his units meet BOCA codes. The Committee felt that the City should not compromise its right to open wall inspection, and that if pre-fab buildings were to be allowed in the City that the right to inspect be preserved and that the allowance be done on a case by case basis. (Don Lechner felt comfortable with this statement.) John Zabor agreed to use the input from the meeting and draft proposed changes that would allow certa.in pre-fab buildings while guaranteeing quality control and the current building codes. We will discuss this matter at a future council meeting and invite Don Lechner to attend. II. We next discussed the request for sign variations from Bruce Eiseman, president of Harborside Pontiac/Cadillac. The first request was for an additional 9 foot diameter sign on the west side of Route 31. Since the lot already has two pole signs,� the committee recommends that this request be denied. The second request was for a wall sign on the building facing Route 120. This is a permitted use. In fact, the size of wall sign is below the maximum size allowable. The third request was for two signs to be placed on the roof. This is prohibited in the ordinance and the comnittee recommends that this request be denied. John Zabor suggested that the applicant can increase his wall signage instead of requesting the roof signs. III. The committee then discussed the need to consider enacting an ordinance to control soil erosion and sedimentation on construction sites. Although Jerry Paulson of the McHenry County Defenders and Gary Schaefer of NIPC addressed the council at a past meeting on the need for this kind of ordinance, the City still has taken no action. We recommend that John Zabor review the three McHenry County municipal ordinances thus far enacted, and with input from Jerry Paulson, Gary Schaefer, and City Attorney Bernie Narusis draft an ordinance for the City Council to review. Before adjourning, we discussed radon gas and the need for public �Waren�55 of this potential problem. Although no homes in McHenry have detected radon gas, and only two? homes in the entire county, we thought it might be helpful to provide information to homeowners should it be requested.
