HomeMy WebLinkAboutMinutes - 7/13/1987 - Youth Commission � YOUTH COMMISSION (IN ORGANIZATION) MONDAY, JULY 13, 1987 The Youth Co�nmission (in organization) was called to order at 7:30 p.m. on Monday, July 13, 1987, in the City Hall Council Chambers. The following were in attendance: Dr. Ro��ert Cassidy Supt. Elem. School District 15 Carol 'erschke Trustee, McHenry Township Lori N��lson Family Service & Community Mental Health Ron Ko'. Kinship Mary L��u Nichols Kinship Don Toc�le McHenry School District 15 Ken Kunzer Youth Service Bureau Pete Merkel Park Director, City of McHenry Jim Mar�inangel Kiwanis of McHenry Dennis Welter McHenry High School District 156 William Busse Mayor, City of McHenry First on the agenda was a discussion regarding the mission statement for the group. After considerable discussion, the following mission statement was generally agreed upon. Further discussion regarding refinement thereof will be an agenda item for the next meeting. The statement will serve as a public statement of the group's intent and purpose. The group was introduced to the new Superintendent of Elementary District #15, Dr. Robert Cassidy, and Carol Perschke, representing the McHenry Township Trustees. Dennis Welter and Mayor Busse appeared before the township board last week to solicit their interest in the formation of a youth commission. The group was generally in agreement that the youth commission should be sanctioned under City and/or Township government. However, it was not determined which governmental body would be more beneficial . More information would be presented at the next meeting. It was also suggested that the Nunda Township Trustees and Township Supervisor be contacted to determine their interest in the commission, as well . Carol Perschke volunteered to serve on the structure/organization subcommittee. The prevention/education survey compiled by Marcia Tinberg Intouch Coordinator was unavailable at this meeting. The survey would be provided at a later date. Next meeting date was tentatively set for the last Monday in September. Green St. Purpose: To discuss involvement of Township, City and possible intergovernmental agreements to facilitate formation of Youth Commission. Regular Meetin Date (rescheduled from September 28, 1987) : Monday, October 26, 1987 7:30 p.m. City Council Chambers 1111 N. Green St. All members invited to attend. REVISED MISSION STATEMENT DRAFT Substance abuse, involving both chemicals and alcohol is an ep� demic throughout our Nation, and is a major impediment to the ph;�sical and emotional development of our youth. Research has in�iicated that substance abuse significantly impacts the multitude of problems facing adolescence, including but not limited to crime, teenage pregnancy, etc. Inasmuch as the McHenry area is a microcosm of our Nation, it must be recognized that a problem exists in our locality; and that it is critical that a comprehensive, community-based drug/alcohol pr+�gram be developed which will intervene and alter substance abuse attitudes and habits of our youth. Effective programs can be developed and implemented by linking community-based governmental , edw�cational , religious, and human service agencies into a collective gr�up. The task force is committed to this challenging goal . This group recognizes that in order to be effective, it must stress prevention and positive alternatives to substance abuse, while simultaneously working with appropriate service agencies to ensure that adequate rehabilitation and after-care assistance for harmfully involved your are provided. Toward that end, this group is committed to the organization of a formalized commission designed to develop and sponsor programs that will promote substance free leisure time activities for families and youth, create activities which will enhance trust, communication, and cooperation between and among generations, develop responsible decision-making programs for our youth pertaining to drug and alcohol use, and educate the public-at-large as to the issues and realities of substance abuse.
