CITY OF MCHENRY
RESOLUTION: 23—9
A Resolution,Adopting an Emergency Operation Plan for the City of McHenry McHe
WHEREAS,the Illinois Emergency Management Agency Act(20 ILCS 3305/1 et. seq.)
authorizes each political subdivision within the State to establish by ordinance, an Emergency
Services and Disaster Agency (ESDA) responsible for emergency management programs; and
WH:EREAS, the Illinois Emergency Management Agency Act (20 ILCS 3305/10 —
Emergency Services and Disaster Agencies, sub-section (g)) requires each ESDA to prepare an
emergency c�perations plan for its geographic boundaries; and
WHEREAS, The City of McHenry is a political subdivision within the State of Illinois
and establis}ted an ESDA by enacting Ordinance 0-76-81 and subsequent amending ordinances;
and
WHEREAS, a responsibility of the City of McHenry ESDA is to develop an Emergency
Operations Plan to provide a framework for emergency response and emergency management in
the City during a disaster; and
WH�?REAS,the prior approved Emergency Operations Plan for the City of McHenry was
adopted in 2�)02 and requires a re-write based on organizational changes and changes in industry
best practice�.
WHI�:REAS, a new Emergency Operations Plan has been developed for the City of
McHenry ar�d reviewed by the McHenry County Emergency Management Agency, which
complies with the planning, review and approvals standards promulgated by the Illinois
Emergency Management Agency.
WH�:REAS, through this nevv plan and through this Resolution, the City of McHenry
herby agrees to follow Homeland Security Presidential Directive 5 (HSPD-5), using the National
Incident Maragement System(NIMS)and Incident Command System (ICS) structure for all field
command and management functions in all emergency operations within the City (NIMS 11-A-l-
b).
NOV�', THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City
of McHenry, McHenry County, Illinois, as follows:
SECTION 1: The new Emergency Operations Plan for the City of McHenry dated August
1, 20�3 is hereby adopted. This adopted Emergency Operations Plan will be submitted to
the McHenry County Emergency Management Agency.
SECTION 2: That the above recitals are incorporated as if fully set forth herein.

SECTION 3: If any part of this Resolution shall be invalid for any reason such finding
shall not affect the validity of the remaining portion of this Resolution.
SEC7'ION 4: This Resolution shall be in full force and effect from and after its passage
and a��proval as provided by law.
