CITY COUNCIL, CITY OF MCHENRY, ILLINOIS
A hearing c�n the above-captioned petition was held on June 5, 2000. Chairman Semrow called the
meeting to order at 7:46 p.m. T'he following were present:

Darick Franzen, John Howell, Chuck Lovett.

NOTICE OF PUBLICATION
Notice of this hearing was published in the Northwest Herald on May 20, 2000. Publisher's Certificate
of Publication is on file with regazd to this matter in the City Clerk's Office. Notices were mailed to
abutting property owners. An affida�it of service via certified mailing is on file in the Office of the City
Clerk.
LOCATION
The location of the subject property is 4108 Orleans Street.
SUMMARY
The Petitioners are requesting a conditional use permit to allow for the expansion of the self storage mini
`— warehouse 'acility granted by City Ordinance No. 0-98-860 on the subject property.

� TESTIMONY
Cha.irman Semrow swore in the following witness for the Petitioners:
■ Jean Muscat, 4108 Orleans Street, McHenry, IL 60050.
Petitioner Jean Muscat stated she is asking the Boazd to consider a recommendation to allow the
expansion of her existing conditional use located at 4108 Orleans Street. She is currently operating the
Community Self Storage mini warehouse facility on the premises. The business continues to grow and
she is requesting an expansion to allow for the construction of six additional mini warehouse buildings
on the site. With the expansion there would be 139 additional storage units.
Ms. Muscat noted the ends of the buildings would face Oak Drive. She noted the ends of the building
will be faced with decorative concrete split face block. Landscaping and berming will be utilized to blend
the buildings with the existing neighborhood and to screen the buildings from adjacent properties. She
also noted flush-mount lighting would be used to illuminate the buildings. No lights would be directed
onto the street.
Ms. Muscat stated there would be no curb cuts on Oak Drive. The e�sting curb cuts on Orleans Street
would be utilized in accessing the new units. There would be no additional demand on City services
including utilities. The new units would not be climate controlled.
QUESTIOI�S BY MEMBERS OF THE ZONING BOARD OF APPEALS
Ekstrom asked if any of the new units would be heated. Ms. Muscat responded the only units which
� would be heated and/or cooled are located in the first building which is a part of the ea�isting phase of
development.
Meyer asked if the Petitioner would use the same type block on the ends facing Oak Drive that is
currently used on the existing buildings on the premises. Ms. Muscat stated that is correct. Meyer asked
for clarification as to the proposed location of chain link fencing surrounding the buildings. Ms. Muscat
noted the entire site would be enclosed. Fencing would connect the buildings to each other in order to
make the area secure. The area outside of the fence would be bermed and landscaped to provide an
aesthetically pleasing appearance.
Chairman Semrow noted an adjacent property owner,Mr. Edward Rouse was present earlier,received
satisfactory responses to his questions, and left without filing an objection to the request for expansion
to the conditional use permit.
Chairman Semrow said, "there being no further testimony before the Board with regard to this matter,
the Board will consider this Petition at this time, unless there is a motion to recess by a member of the
Board. There being no motion to recess, the Chair will entertain a motion with regard to this Petition."
CLOSING STATEMENT BY PETITIONER
Ms. Muscat stated if the expansion to the existing conditional use was granted, the project would then
be complete. She noted she is currently at 80% occupancy. The site appears to be a good location and
she provides a much needed service for the community.

� RECOMMENDATION
Motion by Yieyer, seconded by Cadotte, to recommend to the City Council that
The Petitioner's request for an expansion of the conditional use pemut granted by City of
McHenry Ordinance No. 0-98-860 to allow the construction and operation of siac additional buildings
use for self-storage mini warehouse facility be granted, subject to the following:
■ The subject property shall be developed in substantial conforn�ance wwith the latest site plan
(dated 7/28/99, last revised 3/28/00), and building elevations(dated 4/11/00);
■ Extensive landscaping shall be installed and maintained along Oak Drive and to the south of
the proposed e�cpansion area. A detailed landscape plan for this area shall be provided for
review prior to final approval;
and that Table 31,the Approval Criteria.for Conditional Uses, pages 357-358 of the Zoning Ordinance
has been met.
Voting Aye: Cadotte, Ekstrom, Meyer, Semrow.
Voting Nay: None.
Not Voting: None.
Abstaining: None.
Absent: Franzen, Howell, Lovett.

Motion carried 4-0.
ADJOURNMENT
Chairman Semrow stated, "there being nothing further before the Board with regard to this matter,the
Public Hearing is adjourned at 8:03 p.m.
