A Public Heazing before the City of McHenry Zoning Board of Appeals was held on Monday,
March 19, 2001. Chairman Semrow called the Public Hearing to order at 7:30 p.m. with the
following persons in attendance:
1. Zoning Boazd of Appeals Members: Cadotte, Franzen, Howell (arrived at 7:35 p.m.),
Lovett, Semrow. Absent: Ekstrom, Meyer.
2. City Attorney: David McArdle.
3. Recording Secretary: Ka.thleen M. Kunzer.
4. City Planner: Phillip Maggio.

PUBLICATION
Notice of this Public Heazing was published in the Northwest Herald on Mazch 3, 2001. A
Certificate of Publication is on file in the Of�ice of the City Clerk with regard to this matter.
Certified notices were mailed to all abutting property owners and the subject property was posted
as required by City ordinance. An�davit of service is on file in the Office of the City Clerk.
LOCATION
The subject property is located at 3981 Albany Street, McHenry, Illinois in Tonyan Industrial
Park.
SUMMARY
� The Petitioners are requesting a conditional use permit to allow the outside storage of roofing
supplies and related materials.

Chairman Semrow swore in the following witnesses for the Petitioners:
■ Robert Kribs, 2661 W. 139�' Street,Blue Island, IL 60406;
■ Mike McLaughlin, 517 Dean Street, Woodstock, IL 60098. �
Mr. Kribs stated he had no prepazed opening statement, but would respond to
questions/comments by members of the Board.
QUESTIONS BY MEMBERS OF THE BOARD
Franzen inquired if the Petitioners were planning to pave the lots where the roofing ma.terials
would be stored. Mr. Kribs responded the lot would not be paved. It is a gravel lot.
Cadotte asked if all shingles stored outside would be shrink-wrapped. Mr. Kribs responded in the
affirma.tive. He noted the materials would be stored no higher than the proposed 6' fence which
will be installed to screen the materials from abutting properties and the roadway.
Chauman Semrow inquired if the shingles would be stored on pallets. Mr. Kribs responded in
the affirmative. Semrow asked if provisions would be made to assure a usable fire lane for
emergency vehicle access adjacent to the building. Mr. Kribs noted fire lane access will be
reserved. In response to Semrow's inquiry, Mr. Kribs stated the proposed chain link fence will
have nylon mesh slats to assure privacy screening from adjacent properties.
� Howell arrived at 7:35 p.m.
In response to Lovett's inquiry, Mr. Kribs stated signage would conform to the City's sign
ordinance.
Franzen expressed concern regarding dust control of the gravel lot. Mr. Kribs stated there would
be less traffic on the lot than currently is experienced by the utilization of the property by
Roadway Express. He noted there would be only three trucks loading for distribution and
delivery daily: two tra.ctor-trailers and one straight job. A forklift will be utilized to move and/or
restock pallets of roofing materials. He noted the forklift would not generate much dust.
Chairman Semrow went over the Approval Criteria for Conditional Uses as stated with the
Petition. In response to Semrow's inquiry, Mr. Kribs noted the storage of materials would
include not only shingles, but also other roofing-related materials such as felt, nails, etc.
Howell inquired if the proposed operation would be principally warehousing of products. Mr.
Kribs responded it would be warehousing and distribution. There would be little or no pickup or
retail sale of inerchandise on the premises.
CLOSING STATEMENT
Mr. Kribs stated the proposed use was less intense than the current use of the subject property.
The proposed use would actually improve the aesthetics of the property as viewed from the
� roadway. He respectfully asked the Board to recommend to the City Council that the conditional
use permit be granted.

�-- Chairman Semrow said, "there being no further testimony before this Boazd with regazd to this
matter, the Chair will entertain a motion with regazd to this Petition, unless there is a motion to
recess by a member of the Board. There being no motion to recess, the Chair will entertain a
motion with regard to this Petition". �
DELIBERATION AND RECOMMENDATION
Motion by Franzen, seconded by Lovett, to recommend to the City Council that
The Petitioners request that the subject property be granted a conditional use permit to
allow outside storage of roofing materials be granted, subject to the following conditions:
■ A six-foot high chain line fence with nylon privacy mesh shall be installed and
maincained around the perimeter of the outdoor storage area;
■ The c�utdoor storage sha.11 be limited to the area as defined on the site plan included
with the application; �
■ Outdoor storage shall be limited to packaged roofmg shingle materials on pallets and
related materials, as defined by the applicant prior to final approval;
and that Table 31, the Approval Criteria for Conditional Use Permits, page 357-358 of
the Zoning Ordinance, has been met.

Voting Nay: None.
Not Voting: None.

Motion carried. 5-0.

Motion by Howell, seconded by Franzen, to adjourn the Public Heazing at 7:45 p.m.
