A Public Hearing before the City of McHenry Zoning Board of Appeals was held on Thursday,
October 25, 2001. Cha.irman Semrow called the Public Hearing to order at 7:30 p.m. with the
following per�ons in attendance:

Absem: Lovett, Thacker.
2. City Attorney: Absent.
3. Recording Secretary: Kathleen M. Kunzer.
4. City Planner: Douglas Martin.
5. Director of Community Development: Joseph Napolitano.
6. Applicants: City of McHenry represented by Director of Community Development
Napolitano, 333 S. Green Street, McHenry IL 60050.
7. Attorney for Petitioners: None.
8. City CounciUStaff: None.
9. Court Reporter:None.

PUBLICATION
Notice of this Public Hearing was published in the Northwest Herald on October 10, 2001. A
Certificate of Publication is on file in the Office of the City Clerk. Certified notices were ma.iled
to all property owners of record whose property abuts the subject property. An affidavit of
compliance with all notification requirements is on file in the Office of the City Clerk.
LOCATION
The subject property is located at 4011 Main Street.
SUMMARY
1. The Petitioners are requesting the subject property be recla.ssified from I-1 Industrial
Zoning to C-4 Downtown Commercial Zoning District.
TESTIMONY
Chairman Semrow swore in the following witness for the Petitioners:
■ Joseph Napolitano, 333 S. Green Street,McHenry IL 60050.
Director of Community Development Napolitano stated Metra Commuter Rail System is seeking
to purchase the former Buss Ford Service Garage located at 4011 Main Street. Metra intends to
utilize the property for e�anded commuter parking. The existing service garage would be
� removed from the site. Director Napolitano noted the property is currently zoned I-1 Industrial.
The City is requesting reclassification to C4 Downtown Commercial District which allows a
parking lat as ��permitted use.

� Director Napc>litano stated Mayor Althoffwould like the City involved in the project. Therefore,
the City has niade application for the reclassification on behalf of Buss Ford Sa1es. Plans for the
parking lot have not been designed at this time. The City will be working with Metra to
determine the best possible layout.
Metra is hopu�g ta make the downtown tra.in station more visible. Metra is open to expanding the
Main Street 5tation as well as expanding the number of trains servicing the McHenry area.
Director Nap�litano stated additional tracks must be installed prior to expansion of routes in the
azea so that trains are able to pass each other while enroute. It was noted the Pacinis seem
agreeable to d��na.ting 50'wide strip of land to be utilized for installing additional Metra tracks on
their property to the south of the City. Discussion followed regarding the current limited Metra
service to the��ity.
The Board noted the reclassification should only occur if the project moves forward and the
subject property is converted to a Metra Commuter Parking Lot. It was noted Metra intends to
keep the dovv��town station open and active even if another commuter station is erected on the
Pacini Commercial Centre south of town. At this time, it is believed the lot will remain Metra's
property following purchase from Buss Ford Sales. Only commuter parking will be permitted on
the site. It is not anticipated there would be any fees charged for parking in the lot.
Chauman Semrow stated, "there being nothing further before this Board with regard to this
matter, the Board will consider this Petition at this time, unless there is a motion to recess by a
� member of the Board. There being no mvtion to recess, the Chair will entertain a motion with
regard to this Petition".
DELIBERATION AND RECOMMENDATION
Motion by Cadotte, seconded by Franzen, to recommend to the City Council that
The Petitioners request for reclassification of the subject property to C-4 Downtown Commercial
Zoning District be granted; and that Table 33, the Approval Criteria for Map Amendments, Page
401 of the Zoning Ordinance, has been met.
Voting Aye: Cadotte, Ekstrom, Franzen, Howell, Semrow.
Voting Nay: None.
Not Vating: None.
Absta2ning: None.
Absent: Lovett, Thacker.
Motion carried 5-0.
