LOCATION The subject property is located at 2409 North Richmond Road, in an outlot of Meijer ome Depot Subdivision. SUMMARY The Petitioners aze requesting the subject property be granted a conditional use permit to a ow a restaurant serving alcoholic beverages. TESTIMONY Chairman Semrow swore in the following witness for the Petitioners: • Kim Williams, 6820 LBJ Freeway,Dallas, Texas, 75240. Ms. Williams, Director of Property Development for the B�t 6 of henMe�e�r/Home Depot Brinker Restaurant Corporation is proposing to P�'�� Subdivisi��n. They will erect a Chili's Bar and Crrill on thed ordu�ances w'll behmet staurant will have a 2l 7-seat capacity. All requirements of Crty codes an � Page 2 Z-541 12/13/O1 � Ms. Williams stated Brinker Restaurant Corporation is seeking a conditional use permit to allow the service of alcoholic beverages as an accessory to the restaurant use. She noted typically Chili's Bar anci Grill business is comprised of only 15-18% from the service of alcohol. She further stated 85%of all alcoholic sales aze sold in conjunction with food service. Construction is anticipated to being in Spring 2002. Ms. Williams stated the Approval Criteria for Conditional Uses has been addressed in the text of the application. QUESTIONS AND COMMENTS BY THE BOARD In response to an inquiry regarding alcohol awazeness training. Ms• Williams stated the facility manager will c onduct video and verbal training. A red light/green light system is implemented in each Chili's Bar and Grill. In response to further inquiry, Ms. Williams noted the red light/green light system i;� basically wait staff track patrons intake. After a specified number of alcoholic beverages, the patrons aze advised by management they will not be served any additional drinks on this occasic�n. The Commission inquired as to the proposed hours of operation. Ms. Williams stated typical hours aze: Manday through Thursday 11 a.m. until l 1 p.m. Friday and Saturday 11 a.m. until midnight Sunday 11 a.m. until 10:30 p.m, � CLOSING STATEMENT BY PETITIONERS Ms. Williams stated Brinker Restaurant Corporation is looking forward to being a part of the community. Questions now or at any future date will always be welcome. Chairman Semrow stated, "there being nothing further before this Board with regard to this matter, the Board will consider this Petition at this time, unless there is a motion to recess by a member of the Boazd. There being no motion to recess, the Chair will entertain a motion with regazd to this Petition". DELIBERATION AND RECOMMENDATION Motion by Franzen, seconded by Cadotte,to recommend to the City Council that the Petitioners request for a conditional use permit to allow a restaurant serving alcoholic beverages be granted; and that Table 31, the Approval Criteria for Conditional Uses, Pages 357-358 of the Zoning Ordinance,has been met. Voting Aye: Cadotte,Ekstrom, Franzen, Semrow. Voting Nay: none. Not Voting: None. Abstaining: None. Absent: Howell, Thacker.
