MINUTES
December 3 , 1997
Members Present : Chairman McClatchey, Steven Murgatroyd
Others Present : City Planner Phil Maggio, City Administrator
Lobaito, City Clerk Althoff, Alderman Glab.
Chairman McClatchey called the meeting to order at 6 : 53 p.m.
Chairman McClatchey stated the purpose of the committee meeting
was to ma}:e a final recommendation to full council with regard to
hiring a planning firm to assist the City with the Comprehensive
Plan Updat:e.
City Administrator Lobaito noted calculation of the evaluation
sheets and verbal consensus of the participating committee
personnel reflect Planning Resources, Inc . of Wheaton, Illinois
the preferred firm to recommend to full council . The issue of an
additional expenditure of approximately $50, 000 for a detailed
complete transportation plan supplemental to the comprehensive
plan work was discusssed. City Administrator Lobaito stated it
was staff' s position a complete transportation plan was not
� necessary, however perceived traffic problems and concerns could
be specified and addressed by the land planners during the course
of the comprehensive plan update. Change orders could be used as
the pricing mechanism. Planning Resources proposal quote was a
not to exceed figure of $57, 428 . The 1997-98 budget reflects a
$65, 000 expenditure for this project, leaving approximately
$7, 000 available for the planning of any specified traffic issue .
Potential traffic concerns specified include the West McHenry
Bypasse, the pleasure drive status on Orleans and Riverside as
well as the U.S . Route 120 and U.S . Route 31 intersection.
Alderman Murgatroyd also suggested the 1998-99 budget reflect
additional monies for further traffic planning.
Some discussion followed regarding Planning Resources
transportation component included in the $17, 000 transportation
component of the Comprehensive Plan Budget figure . City Planner
Maggio clarified item #3 regarding the classification system and
standards used to develop recommendations . City Planner Maggio
noted the current classifications of street types; i .e . arterial,
collector, etc . included in the City' s Comprehensive Plan do not
correlate to the City' s subdivision control ordinance . The
Comprehensive Plan update process can assist the correction of
this nomenclature discrepency.

Motion by Murgatroyd, seconded by McClatchey to recommend to full
council tlie budgeting of monies in the 1998-99 fiscal year for
special planning issues which may arise during the Comprehensive
Plan Update process above and beyond the original scope of the
project .

Motion carried.
�- Some discussion followed regarding the consideration of the
poster plan option for an additional $1, 500 . It was noted monies
from the EDC budget line item could be used for this expenditure
if council approval was obtained.
City Administrator Lobaito updated the committee on the
Historical Preservation Ordinance status noting a recommendation
from the committee should be made and presented to full council
just after the first of the year.

p.m.
