STAFF RECOMMENDATION: To increase the fair market value per acre from $30,000 to
$60,000.
Background: To calculate required park donations, the Subdivision Control Ordinance
, uses a formula that estimates the population generated by a new subdivision and the
acreage of parkland needed to serve that population. The City may accept parkland in the
acreage calculated, or can accept a cash donation in lieu of land. The amount of the cash
donation is calculated by mulZiplying the amount of land required to serve the new
subdivision times the "fair market value" of an improved acre of residential land in the City.
The fair market value, which was adopted by the City Council in 1991, is $30,000 per acre.
� The amount of park donation required for each
type of dwelling unit is included in a table in
the Subdivision Control Ordinance. The City amends this table each year on May 1 based
on the change in the Consumer Price Index (CPI) for the previous year. Current park
donation requirements are found in Exhibit A of the attached report.
These yearly increases based on the CPI have indirectly impacted the fair market value.
Although the fair market value in the Subdivision Control Ordinance has not been amended
since 1991, the yearly CPI increases in the fees have increased the actual value to a level
af$36,820.
After evaluating the assessed valuation of improved residential property obtained from the
#ax assessor's office, an increase in the fair market value is recommended. An increase to
at least $60,000 is suggested. This would increase the park donation far a detached single
family dwelling as follows:
