HomeMy WebLinkAboutMinutes - 7/7/1999 - Community Development Committee L Community Development Committee Meeting Minutes July 7, 1999 Chairperson Alderman McClatchey called the meeting to order at 7:05 p.m. in the Aldermen's Conference Room at the McHenry Municipal Building. Members present were: Alderman Bolger, Alderman Glab. Others Present: City Administrator Lobaito, City Clerk Althoff, Mark Rapata. Chairperson Alderman McClatchey noted the sole purpose of this evening's committee meeting was to review the proposed Tree Preservation Ordinance. Chairper:�on McClatchey noted staff had been directed at the June 3, 1999 committee meeting to investigate tree preservation ord.inances of other McHenry County rriunicipalities regarding fines. In addition staff was directed to review and if nec;essary increase the list of undesirable trees. TREE PRESERVATION ORDINANCE Seven additional tree species have been recommended for the undesirable tree list. These species include Willow, Black Locust, Silver Maple, Mulberry, Tree- of-Heaven, Lombardy Poplar and Siberian Elm. � Further discussion followed regarding fine amounts and ordinance enforcement. A per tree penalty was considered. It was the consensus of the committee each "offense" should be treated on a case by case basis as the violation may be substantially different. City Administrator Lobaito recommended a penalty range be initiated consist with current City of McHenry ordinance. The penalty could then be consistent with the violation. The committee suggested the ordinance be brought before full council for immediate consideration reducing the opportunity of mass tree cuttings to avoid the new ordinance restrictions. City Administrator stated the ordinance would be brought to full council at the July 28� regularly scheduled council meeting. Chairperson Alderman McClatchey opened the floor to comment. Mark Rapata noted the ordinance would only protect future development sites. He asked the committee to investigate how much property had already been approved which will not be required to comply with the proposed ordinance. He suggested the committee consider copying the Village of Algonquin's ordinance. Chairperson Alderman McClatchey thanked Mr. Rapata for his comments and noted the proposed ordinance was a "work in progress" and will be reviewed periodically. � Community Development Committee Meeting � July 7, 1999 Page �vo Motion b�r Glab, seconded by Bolger to recommend to full council the approval of the proposed tree preservation ordinance as presented with a per tree penalty and the additional seven species of undesirable trees.
