Chairpers��n McClatchey called the meeting to order at 7:00 p.m. He sta.ted the
purpose o!�the meeting was to consider the adoption of more current building
codes, specifically: 1996 BOCA National Building Code
1995 CABO One and�vo-Family
1996 BOCA Fire Prevention Code
1996 International Mechanical Code
1996 National Electric Code
Community Development Director Napolitano informed the committee the City
of McHenry cuxrently utilizes the 1987 editions of these codes, except for the
CABO One and Two-Family code which is the 1986 edition. These codes have
not been updated since 1987. In response to committee inquiry, Director
Napolitano responded most municipalities adopt newer codes every three to five
years. He recommended the City of McHenry consider implementing a three-
year building code adoption cycle.
� Updating the codes will benefit the City of McHenry in several ways. Property
owner insurance rates may decrease and the newer codes are more
specification than performance based allowing more latitude to both the
builder/developer and the city inspector.
Staff is aJso recommending the adoption of 1996 codes as opposed to the 1999
codes. Some discussion followed. It was the consensus of the committee to
implement the adoption of updated building codes every three years.
Motion by Bolger, seconded by Glab to recommend to full council the adoption
of the following buil,ding codes:
1996 BOCA National Building Code
1995 CABO One and T�vo-Family
1996 BOCA Fire Prevention Code
1997 International Mechanical Code
1996 National Electric Code
and implement the adoption of updated building on a three-year cycle.

Some discussion followed regarding the increasing number of reports regarding
multiple families residing in one home. It was the consensus of the committee
this issue ;�hould be addressed by staff immediately. Both Director Napolitano
and Commissioner Schwalenberg enumerated the difficulties associated with
code enforc:ement. The committee recommended the Community Development
Department work closely with the Police Department to resolve these concerns.
In addition Alderman Bolger suggested the council contact members of the
Human Relations Committee and seek their input and assistance with this
problem.
In response to Chairman Alderman McClatchey's inquiry, Director Napolitano
reported the revised definition of"Famil�' found in the Zoning Ordinance will
appear, for formal council action, at the June 7, 2000 regularly scheduled
council meeting.
Motion by Glab, seconded by Bolger to adjourn at 7:18 p.m.
