LAKELAPD PARK COI�![TRITY CBPTEx REPTALS Police (Non-Emergency) Mia Szamlewski was introduced to the group as the principal program (815)363-2200 coordinator for the preschool programs operated by the Recreation Department. Mia stated rentals of the Lakeland Park Community Center to Mayor various groups causes problems in the operation of the preschool evenj.Cuda program. Director Merkel and Tom Schmidt also indicated the rental L- policy causes additional overtime for Parks maintenance staff to set up City Clerk for rentals and clean up afterwards. Current fees for rental of the Barbara E.Gilpin Lakeland Park Community Center are $25, with a $15 deposit. Due to the Treasurer increasing use of the Lakeland Park Community Center for Recreation LillianCairns programs, it was suggested that rental of the center be limited to Aldermen service organizations, and that a higher deposit be required. w'�tDl Committee member Lawson made a motion, seconded by Baird, to recommend William].Bolger limiting the rental of the Lakeland Park Community Center to service waxD2 organizations, with a $25 rental fee, plus a $50 deposit fee. The Terence W.Locke recommendation was approved on a 3-0 vote. WARD 3 GregoryC.Bates The Committee recommended the City honor current rentals, and the policy WARD4 become effective in February, 1994. RECOI�II�ftDBD II�BOVEMSPTS TO LAKBLAPD PABK COI�'H�I[JPITY CBNTER WARD 5 William V.Baird Director Merkel provided a list of recommended improvements to the Lakeland Park Community Center (attached) for consideration in the 1994-95 Budget. These improvements would include replacement doors, handicapped accessibility for the washrooms, replacement of the roof and carpeting, removal and replacement of the utility sink, repair floor drains if possible, replace floors, and upgrade the electrical service. These items will be reviewed in connection with the upcoming budget. \ 3. Bx00KSIDE PABK DBVSLOPMEPT PLANS `" Director Merkel outlined the development plans for Brookside Park, which call for the construction of 4 soccer fields, and parking facilities. Director Merkel has reviewed these plans with the McHenry Area Soccer Federation. He reported on the possibility of losing the Johnsburg Soccer Field for play by the Association, and expressed a concern that McHenry is providing all or most of the fields for play when there is signiEicant participation by non-McHenry residenta. Chairman Bates indicated he would talk to Marianne Doherty and see what can be done to find another site outside the City of McHenry. There was general consensus that Johnsburg needs to provide sites for soccer. 4. WHISPBBIRG OAKS PA�iC Proposals were reviewed from two landscape firms for plans for the Whispering Oaks Park development. The members indicated they would make calls to references prior to making a recommendation to the Council. 5. PABKS & BBCRgATIOI� COI�RIIIRBB rlSBTIFG DATE The Parks and Recreation Committee meeting dates prepared by the Director were approved as presented, and made part of these minutes. 6. P1�BKS MASTEx PLAN Director Merkel reported on the progreas that has been made to date on � the Parks Master Plan. He was hoping to continue discussion of this plan at the next Parks Comanittee Meeting. 7. PARKS PlAIP1BNAACS FOx 1994 Director Merkel presented proposed maintenance items for consideration in the 1994-95 Budget. These items will be discussed as part of the annual budget review process. 8. CONSIDBx SCHOOL DISTIBCT WAIVSB OF FSSS F0� BSCB$ATI01� PBOGxAMS Committee members discussed ways in which the School Districts may be willing to eliminate fees for recreation programming (rental of school facilities) to help reduce costs of the recreation programs to participants. There was a sense from committee members that the School Districts might be willing to negotiate for the elimination of these facility rentals in exchange for services to be provided by the City. Committee members indicated they would approach the School Board to seek additional consideration for this waiver.
