Whispering Oaks Citizen Committee Meetin� A meeting has been scheduled for Thursday, February 24, to discuss the landscape improvements at Whispering Oaks Park. The i2iput from this meeting will be forwarded to Earth Industries to include in the landscape design. � 2. Review of Cavital Development Pro_iects for 1994 Discussion of the capital development projects for 1994 and the implementation of these improvements. Several projects are underway and any new projects must be included into the 1994-95 fiscal budget. These projects should be reviewed as they relate to the 5 year capital development plan drafted in the Parks and Recreation Masterplan. 3. Knox Park Swimming Pool Improvements and Schedule There are several repairs and replacement of equipment needed for the swimming pool for this spring. A list of these items is attached to this memo (blue) for the committees review. Some of the items are maintenance items to be completed by city employees, other repair/replacements of equipment are done on a contractual basis. I have received price quotations on replacement of toilet and shower stall partitions. These proposals will be presented at the committee meeting. Review vrovosal from Smith En�ineerin� on Draina�e Improvements Whisverin� Oaks Park I have received a proposal from Smith Engineeri:�g on the improvement of a dra:.nage ditch in Whispering Oaks Park. This drainage ditch is locateci west of Front Royal Drive and carries storm drainage water from Front lZoyal Drive into Boone Creek. This oj�en ditch has been a maintenance problem for the Public Works and Park �epartment for many years. In the event of heavy rainfalls, we have experienced erosion of the embankment and deepening of the ditch area. I have asked Smith Engineering to submit a proposal for development of plans and specifications to construct an enclosed drainage system that would eliminate this open ditch drainage system. This project could be completed in conjunction with the parking lot and access road development in Whispering Oaks Park (Leather's Park) . Material from the excavation of the parking lot and road access could be used to fill in the open ditch area after a drainage tile is installed. This proposal can be discussed by the committee. A copy of this proposal is attached to the memo (yellow) . � 5. Parks and Recreation Directors Renort A) I have been looking into an aluminum can recycling progam for Knox and Petersen Park for the swnmer. This program would be coordinated with American Recycling Inc. of McHenry. Recycling containers placed in the parks would be emptied on a regular basis and proceeds from the recycling would go into a maintenance fund for the Fort McHenry Playground. The idea of this program was brought to my attention by Playground Committee members. Similar programs at the elementary school sites in McHenry have generated funds for those schools participating. Accumulated funds could be used to purchase supplies and materials fur ongoing maintenance of this playground. B) On February 10, 1994, Jerry Peterson and I met with NIPC staff members to review this seasons Lake Restoration Projects for McCullom Lake. A copy of this project schedule is attached to this memo (green) . � Page 3 � C) I have attached to this memo a copy of the 1994 Park Maintenance list (pink). This list is compiled anually to identify the variety of maintenance and improvements needed in the parks. This list is over and above the ongoing daily maintenance program. D) A rough draft of the 1994 Summer Parks and Recreation Brochure is a�tached for your review. Deadline for submission to the printer is Monday, March 14, 1994. Layout and photo's will be submitted to the printer at the same time. Distribution to the public is scheduled on or about April 15, 1994.
