Consideration is to be made on purchasing the facility as a Recreation Center for the Parks Department. Questions concerning present usage of the building, acreage, heating, maintenance of the property and age of the facility were answered by church members. Committee members were encouraged to stop by again if they wished to view the facility again. � . The meeting reconvened at the Parks meeting room in the Municipal Center at 7:45 pm. In addition to Ald. Bates and Baird and Park Director Merkel, City Administrator Jerry Peterson was in attendance. Ald. Lawson arrived at 9:00 pm. AGENDA ITEMS � 1) Whisvering Oaks Committee Ald. Bates announced that he has contacted members of the Whispering Oaks community for a meeting on February 27th at 7:30 pm. This meeting will allow the Whispering Oaks community to be informed of decisions concerning the Leathers Park Playground construction. 2) Capital Develonment Pro_iects Pete Merkel passed out copies of two options for Capital Pro�ects/Facility Renovations. Merkel mentioned that the parking lot proposed for the Whispering Oaks Park is not included and will cost approximately $40-$50,000. Rec/Leisure Center costs have changed due to the possibilities of sharing the Follett building with the library or potential purchase of the St. Paul Church facilities. �. High moisture is a problera in the changing room area. A price list of quotes was passed out. Lengthy discussion followed concerning the best way to finance the repairs. Ald. Baird suggested that we begin to work toward a budget that allows for maintenance repairs. Determination was made to recommend the use of capital development funds to finance the repairs this year. Request and a recommendation will be brought before the Finance Committee in early March. Due to a longer school year and the past history of iNclement weather on the Memorial Day weekend it was suggested to deter the opening of the pool until Saturday, June 4th. Closing will occur the last weekend of August. 4) Provosal from Smith EnAineerinA on the Draina�e Im�rovements - Whispering Oaks Park A drainage swale has been eroding in the Whispering Oaks Park. Smith Engineering suggests a concrete pipe to keep the water flow smooth. � Mention was made of the fact that the work could be done at the same time the Leather's Park construction is done. It was recommended by a 3-0 vote to ask the City Council to authorize Pete Merkel to authorize Smith Engineering to give a cost estimate on the work. 5) Parks and Recreation Director's Revort A) Summer Recycling Program - It has been suggested to start a recycling program at Knox and Petersen Park. The proceeds would be used to finance future maintenance of Leather's Park. Ald. Baird will look into the possibility of moving the recycling bin in the Ace Hardware parking lot to one of the Parks and see how well the program works. B) Bob Kirschner from NIPC will address the City Council on March 30, 1994 concerning the McCullom Lake Restoration Pro3ect. C) Summer Park Maintenance List - Identification is made annually to find problems in each park. This is a goal oriented pro3ect and repairs are done on a prioritized basis. �' Page 3 � 6) New Business A) The usage of charge cards for summer park registration was brought before the committee. The city has the option of leasing or purchasing the equipment from a local bank. Ob3ections were raised about having people charge the park programs and the extra cost to the city to use a charge system. The Parks Committee recommended by a 2-1 vote to bring a draft contract before the City Council. B) Bates brought up the need to repair the basketball hoops at Petersen Park. Pete Merkel will look into the problem and report back to the committee. C) The draft of the Summer Parks brochure was given to the committee to review. Bates asked if a stroke clinic can be worked into the swimming season; suggesting the week before swim team begins. Suggestions were made as to the instructors and possible time. Pete Merkal will look into the possibility. D) Discussion was made about meeting with Roger Gerstad about the Backus development and the desire to use park property for � detention pond purposes. Staff ob�ections were mentioned and all three committee members agreed with the staff. Bates recommended the entire idea be re�ected, but Ald. Lawson and Baird felt that Gerstad builders should be allowed to present their case if they still desire to do so. Stipulations about having the City engineering firm of Baxter & Woodman present were made and it will be recommended to Roger Gerstad to have a wetlands expert in attendance. Bates will call Gerstad Builders about a meeting. E) Next meeting will be held on March 23, 1994 to discuss the Backus development. Meeting ad�ourned at 11:10 pm.
