COP'II�fITTEE MEETING MINUTES
SEPTEMBER 19, 1994
� The Parks and Recreation Committee Meeting was called to order by
Chairman Bates at 7:45 P.M.
Present: Alderman Bolger, Alderman Lawson, Director Merkel, City
Clerk Althoff, City Administrator Peterson, Parks Superintendent
Oeffling. Alderman Baird arrived at 8:25 P.M.
ITEMS FOR CONSIDERATION:
1] Bates gave a synopsis of the NISRA finance comttiittee meeting.
Consensus of the Parks Committee was to instruct Bates to vote NO
concerning the amount of participation fee increase at the NISRA
annual Trustees' Board Meeting.
2] Parks Master Plan
An overview of the Master Plan was presented by Director of Parks
and Recreation Merkel. It was decided to 1) present each piece of
the master plan at a committee meeting for revision, 2) come up with
a timeline of development. Alderman Bolger asked about the Maas
property. Peterson explained that an archeological survey needs to
be conducted.
3] Picnic and Special Events
Director of Parks Merkel distributed a handout delineating problems
the Parks Department is experiencing with special permits and
possible solutions to these problems.
A) Cost of maintainipg facilities.
� B) Clean up costs
Each item was individuallydiscussed and solutions suggested.
4] Athletic Fields
It was decided to eliminate all alcohol from park properties except
by special permit. Discussion ensued regarding field usage for area
leagues, insurance coverage and rainimum requirements, future
decisions concerning McAenry leagues, scheduling of concessions and
workers, and the future management of parks.
5] Recreation Center
Alderman Baird requested the verbalization of the committee's
thoughts on a recreational center. The list consisted of:

-room to expand for the future
-weight lifting/aerobics station
-handball/racquetball/volleyball courts
-dance facilities
Alderman Bolger noted that a building might be an unnecessary
duplication of existing facilities. Alderman Lawson questioned the
cost of maintenance and asked what plans� if any� there were for
upkeep and care.
Alderman Bates suggested a planning committee. Alderman Lawson
concurred. City Administrator Peterson suggested a tour of other
facilities.

6] Director's Report
The Parks Department had received a letter requesting use of
Petersen Park for a snowmobile rally from the Harmony Snowmobile
Club. Recommendation from the committee with a 3-0 vote was to deny
. the request.
' Regarding Bike Paths City Administrator Peterson complimented
Director Merkel on the fine �ob of planning for a regional bike path
_ thraugh the city of McHenry.

NEW BUSINESS
The committee scheduled two meetings for October 17th at 7:30 P.M.
and October 26th at 7:30 P.M.
� Meeting was ad3ourned at 10:45 P.M. by Chairman Bates.
