OCTOBER 17, 1994
The Parks Committee Meeting was called to order by Chairman Bates at
� 7:40 P.M.
Present: Aldermen Bates, Bolger, Director Merkel, City
Administrator Peterson. Alderman Lawson arrived at 8:00 P.M.
ITEMS OF BUSINESS
1] Report of Beach/Pool for 1994
Each Aldermen's packet included a financial report of the Knox Park
pool and Petersen Park Beach for the summer of 1994. Bates called
to the committee's attention the beach's shortfall and asked for
suggestions on how to turn the beach from a financial liability to a
profit-making enterprise. A lengthy discussion ensued concerning
maintenance of the beach areas, fees, beach use, potential for
growth and supervisiory management. It was suggested that decisions
on revenue should be made prior to submitting a budget for the
fiscal year 1995-96.
2] Parks and Recreation Master Plan
Merkel presented an overview of the Master Plan. Goals and
ob3ectives were discussed. Bates stated his concern over accepting
unusable land in annexations contract negotiations and quoted the
"Open Space Goals and Ob�ectives", items 1-3 as goals the Council.
should follow. Peterson brought up the small neighborhood concept.
Although maintenance costs can be high;,the smaller parks allow for
greater social contacts. Bates agreed. Merkel pointed out park
usage varies as neighborhood demographics change.
� In conclusion Bates stated his opinion that the master plan is a
good one and doesn't need revision. As each need arises the area(s)
of concern can be addressed.
Discussion detoured at this point frora the agenda outline. A new
recreation complex plan was mentioned. The committee discussed at
length the advantages of a leisure facility of this nature. Bates
will submit a recommended list of steering committee participants
at the next Parks Committee meeting.
NEW BUSINESS-
Merkel brought before the committee (at the September meeting) a
desire by the high school Trades Department to create a building
' pro3ect. Bolger suggested an appropriate pro3ect could be the
renovation of our newly acquired horse barn facility. Bates and
Lawson heartily agreed with Bolger. Peterson suggested this could
be an on-going yearly pro3ect helping repair fencing, windows,
gutters, etc.
3] Athletic Organizations Information
Merkel gave a history of the past problems associated with the
scheduling of park fields with the various adult and youth leagues.
A meeting has been scheduled with the Parks committee for October
26, 1994 with representatives of the leagues.
� Due to the lateness of the hour the rest of the discussion on
athletic fields, architectural proposals for APA compliance and the
Directors Report were continued to October 26, 1994 at 7:30 P.M. in
Room 234 of the Municipal Building.
The meeting was adjourned by Chairman Bates at 11:22 P.M.
