R�CREATION CENTER FIINDING Funding of the Recreation Center through a bond issue approved by referendum needs to be thoroughly investigated. Detailed financial information from Bond Consul will be needed to determine the type of bond issue, length of issue, totat � costs and impact on local tax payers. If a referendum on the Recreation Center is to be attempted, a well planned and coordinated effort should be presented to the public in order for them to make an informed decision. Many communities hire consultants to help guide them through this difficutt process. Since the workshop meeting on Capital Projects, 1 have made several phone calls to get some information on the financial impact of this project and to inquire about consulting firms that assist communities in referendum issues. 1 hope to have some of this information available at the committee meeting for further discussion. 2. BALLFIELD LIGHTING PROG AM PETERSEN PARK On February 23, 1999, we discussed with the Youth League officials the possibility of lighting additional fields at Petersen Park. Staff followed up on this request and has worked with Musco Sports Lighting to get some specifications and cost estimates. Lighting of fields #2 and #4 at Petersen Park have been included in the FY 1999-2000 budget for $100,000. �.. As noted, a partial installation by city staff or volunteers is possible as a method to save money on the overall cost. Any �nancial contribution by the Boys Baseball or Girls Softball Leagues will also reduce the cost to the City Park Development Fund. The committee should review the attached technical information and consider the next step in this project. A follow up meeting with the Youth League of�cials should be considered for this fall. 3. SELECTION OF LANDSCAP _ oR�N�'rFr-ria00L CONS[ILTANT Landscane architect - The park mowing and maintenance recommendation that was submitted to the City Council in January 1999 recommended the selection of a Landscape Architect to provide professional services for park projects. This selection should be based on the landscape architects. Experience in commercial/municipal design, project management experience, and design of playgrounds. Any experience in park planning in a municipal or corporate environment would be desirable. � We have used several different landscape architects in the past on various projects. The selection of a landscape architectural �rm would give us the opportunity to develop a relationship with the same entity that would represent the City's interest in how our public areas are developed. A �rm that has experience in park planning and playground design would be desired. The new standards adopted on the federal level for handicap accessibility (ADA) and playground safety (CPSC) are issues that we will be dealing with in all future park designs and renovations. Pool Consultant - Selection of a pool consultant for the study of Knox Park Pool renovations should be completed this fall. $10,000 has been included in this years budget for these services. We are fortunate that there are several aquatic design firms in the Chicago area that have performed this type of renovation work. There are two firms that have been recommended in several phone calls that 1 have made to area Park Districts and discussions with Sente 8t Rubel. These two firms are Water, Inc. and Water Technology, Inc. Selected �rms for the � landscape architect and pool consultant will be asked to submit their qualifications and a list of projects for review. Staff will present this information and a recommendation at the next Parks 8z Recreation Committee Meeting. Page 3 L 4• ��USSION ON 5 YEAR CAPITAL D VF1[�PMGUT Dt eu Attachment #2 (green) is a preliminary list of projects that should be considered in the Park 5 Year Capital Development Plan. The Recreation Center project will be funded with bond monies if approved in a future referendum. The remaining projects could be considered for funding within the Development Donation Contributions that wilt continue to accumulate. Projects exceeding $50,000 should be included in this cost and prioritized. If the committee has additional project requests or suggestions, they can be incorporated into the development of this 5 year plan. Once all of these or any other projects are put in a priority listing, we can layout a ftnancial plan to complete these items within a 5 year program. �. �
