Director of Parks and Recreation Merkel, in Chairperson Baird's absence, called
the meeting to order at 7:13 p.m. He noted several items on the agenda.
PLAYGRUUND RENOVATION PROGRAM
Director Merkel noted the 2001-2002 draft budget includes playground
renovation monies for Petersen and Veterans Memorial Parks. In response to
Committee Member Alderman Glab's inquiry, Director Merkel explained the
projects are prioritized based on the results of the playground safety audit.
Chairperson Alderman Baird arrived at 7:18 p.m.
� Director Merkel presented the following proposed schedule for
playground renovation:
2001/02 Petersen Park Veteran's Memorial Park
2002/03 Fox Ridge Park Malibu Tot Lot
2003/04 Jaycee Park East Beach Park
2004/05 Lakeland Park Creekside Park Kiwanis Tot Lot
In response to committee inquiry, Director Merkel noted the West Beach
playground equipment was removed in fall, 1999. Staff was currently
evaluating what type and how much playground equipment would be replaced.
The committee requested playground equipment, removed from Knox Park, be
installed on an interim basis.
In response to Alderman Glab staff noted Lakeland Park is scheduled for
playground renovation in 2004/5 because overall the playground is in good
shape and the playground equipment is relatively new. The sand foundation
does require replacement however. Director Merkel also sought direction
regarding the retention of existing playground equipment at East Beach. The
committee instructed Director Merkel to include both Petersen Park and
Veteran's Memorial Park playground renovations in the Parks and Recreation
2001/2002 budget proposal.

Some discussion followed regarding the advantages and disadvantages of
tot lots versus regional park areas. It was the consensus of the committee to
pursue the development of both tot lots and regional park areas with future
developments.
In response to committee inquiry Director Merkel provided the committee
with a status update report on the Knox Park and Freund Field. He noted
weather, specif'ically snow, has delayed the completion of both projects. It is
anticipated both parks will be completed by spring of 2001.
Some discussion followed regarding the West Beach playground.
Director Merkel noted the West Beach playground surface needs to be redone.
The current base is not ADA compliant. Sta.ff was directed to investigate the
cost of playground surface materials, specifically fibar.
CAPITAL PROJECTS REVEIW
FOX RIDGE PARK BID SPECIFICATIONS-Director Merkel informed the
committee Smith Engineering completed the plans and bid specifications for
Fox Ridge Park. In response to committee inquuy, staff noted the archery range
was a relocation from Knox Park because of the skate park construction. The
committee expressed concern with the inclusion of an archery range at this
� location.
In response to Committee member Alderman Glab's inquuy staff
explained the locations of the ballfields south of Dartmoor and east of Boone
Creek are at least 62 feet away from the right-of-way and bike path. Some
discussion followed regarding the size of the proposed gravel parking lot.
Committeeman Alderman Glab opined the lot as designed was not large enough
to accommodate the use of all seven ballfields. He also opined the lack of
parldng spaces in the lot would encourage vehicles to park on Whitmore gaining
access to the park via the walkway easement between lots 65 and 64 on
Whitmore Drive. Staff noted the parking lot at Petersen Park accommodates
parking for up to 225 vehicles. A lengthy discussion followed. Mayor Cuda
noted if Elementary School District #15 does not build their school immediately
the site could be used for additional parking. Alderman Glab suggested the
proposed parking lot be expanded to 240 spaces immediately. He also opined
the park design as presented is too dense. He suggested two baseball fields and
the archery range be eliminated. Some discussion followed regarding the size
and weight of the archery targets as well as the dimensions of the proposed
archery range area. The Committee, citing safety concerns, suggested some
sort of fencing be considered if the archery range were developed. F�xrther
discussion followed. It was the consensus of the committee the archery range
should be bid as an alternate.
City Administrator Lobaito noted the parking lot will be developed as a gravel lot
�, with a 200'asphalt entrance off of Dartmoor.

Motion by Murgatroyd, seconded by Baird to recommend to full council the
approval of the Fox Ridge Park design as presented and to authorize the
advertisement of bid subject to the change in bid specifications requiring the
archery range to be bid as an alternate.

MCHENRY ZONE SKATE PARK--Director Merkel reported the volunteer
committee's fund raising efforts are continuing with both material and supply
donations as well as monetary donations. The contracts with architectural firm
Thompson and Dyke are being developed. He also informed the committee
Richmond High School students have expressed an interest in contributing to
the project.
PETERSEN FARM ACQUISITION—Director Merkel informed the committee
an announcement of McHenry's success in receiving grant monies for the
purchase of the Petersen Farm homestead property was rnade during the State
Convention in Peoria on Friday, January 12+�. 1'he grant request was for
$400,000.
�'` RECREATION CENTER ADVISORY REFERENDUM QUESTION—Director Merkel
noted he and other Parks and Recreation Department staff attended an
informational seminar on a successful referendum at the State Convention.
Staff did inquiry as to the availability of a firm or organization that could
develop a referendum campaign and support materials. It was ascertained the
availability of said organization was severely limited. Some discussion followed
regarding the cost and time involved in developing a campaign. Staff noted
formal action regarding the placement of this advisory referendum question on
the April 3rd Consolidated Election ballot is scheduled for the January 16+�
regularly scheduled council meeting. At the initiation of Alderman Baird sorne
discussion followed regarding the proposed question. It was the consensus of
the committee to include language that clarifies the availability of Senior Citizen
programs and activity rooms. Additional discussion followed regarding funding
mechanisms. The committee expressed some interest in reevaluating the use of
a telecommunications tax to fund the recreation center dependent on the
outcome of the advisory referendum.
DIRECTOR'S REPORT
Director Merkel reviewed the park maintenance report distributed in the
committee agenda packet. The projects have been prioritized in order of safety
issues and community need.

Director Merkel, in response to Alderman Glab's inquiry, noted staff was
analyzing the cause of the Whispering Oaks pond algae and will provide a cost
estimate for clean up and/or correction.
In conclusion Director Merkel informed the committee monies have been
budgeted for park sign renovation and replacement. Existing wood signs have
been in place since the early 1980's. This year 9 signs will be replaced in the
following parks:
Fox Ridge Park
North Oak Park
Weber's Park
Wheeler Park Fen
Brookside Trail Park
Rotary Park
Center Street Park
Cold Springs Park
A natural foam board material will be used. Director Merkel noted the sign
replacement prograin would be phased over a four year period.
� Some discussion followed regarding the destruction of the Whispering
Oaks Park sign for the third consecutive season. Landscape architect Todd
king is investigating a new design inclusive of a raised stone planter.

1. PLAYGROUND RENOVATION
Attached to this memo (blue) is the Capital Improvement Program Playground
Renovations Plan as presented to the City Council. At the bottom of this page is
the schedule of site improvements listed by fiscal year.

This listing of park sites for playground renovations is based on playground safety
and its completed by Bob Combs. These audits are also attached for your review.
These caudits and the Nationnl Playground Safety Institute scoring system will be
discussed at the meeting.
A brief update will be given on the status of the Knox Park and Freund Field
improvements. We will also touch on plans for this years proposed improvements at
Petersen Park and Veteran's Memorial Park.
2. CAPITAL PROJECTS REVIEW
A. Fox Ridqe Purk Bid Specifications
A copy of the plans for this pro ject is included in this packet. This pro ject is
ready for bidding and at this time we would like to review with the committee the
final site development plan.

B. McHenry Zone Sknte Park
A brief report will be given on the status of this spring project.
C. Petersen Farm Acquisition
The status of the Petersen Farm Land Acquisition 6rant is still not known. These
grants are usually announced in December. The IDNR recommendations have been
sent to the Governors Office for approval. There is speculation that the
announcement on the grants may be made concurrently with the IPRA/IAPD State
Conference in Peoria, IL on January 10-13, 2001.
3. RECREATION CENTER DISCUSSION
�
If the Recreation Center question is to be brought forward to the community on
the April ballot, I would like to have a brief discussion with the committee on
referendum strategy and the coordinuted effort needed to support the question
on the ballot.
4. PARKS & RECREATION DIRECTORS REPORT
A. Park Maintenance List 2001
Attached to this memo (green) is a list of the proposed Park MQintenance items
for 2001. This list is prepared annually to identify needed improvements in our
park facilities. This list is over and above the normal day to day duties of our
staff. I have also attached a list of the hourly breakdown of maintenance duties in
the past year. This report gives you a clear picture of where the staff hours are
allocated to each job function.
B. Summer Staffinq
`' A brief report will be given on our plans for summer staffing of the Parks &
Recreation Divisions.

In this years budget we have included funds for the start of a replacement
program for all of our park identification signs.
An illustration of the two styles of signs and the replacement budget and schedule

`" PARK I�ENTIFICATION SIGN/REPLACEMENTS
The wood park identification signs will be replaced with new signs according to the
schedule detailed below. The existing signs have been in place since the early
1980's. The Park Maintenance staff made these signs with a sign routing machine.
This equipment will continue to be used to make smaller rules and regulation signs
and directional signs.
Professional sign companies according to the illustrations attached will make the
new park identification sign in two sizes. Due to the cost of these signs they will
be phased in as scheduled.
