Absent: None. Also in Attendance: City Administrator Lobaito, Director of Parks and Recreation Merkel, City Clerk Jones, Pazks Superintendent Schmidt. The meeting was called to order by Chairman Low at 7:00 p.m. Park Maintenance Review Director of Parks and Recreation Merkel reported the following parks have received normal and usua.l semi-annua.l maintenance. Additionally the following parks received special attention: ■ William H. Althoff Park: overseed with turf type tall fescue; added mulch to paths; repaired storm drain failure. ■ Boulder C"reek Park: installed split rail fence; installed park identification sign and new boundary signs. ■ Brookside Trail Park: Installed pazk identification signs. ■ Center Street Park: renovated play area; installed park identification signs. ■ Cold Springs Pazk: Fenced north boundary; installed park identification signs; installed vehicle barrier posts. ■ Creekside Park: removed playground equipment; installed parking blocks and identification signs. ■ East Beach Park: removed pla.yground equipment; installed new gate and identification signs. ■ Fox Ridge Park — East of Boone Creek: removed playground equipment; installed � identification signs and park boundary signs. ■ Fox Ridge Pazk— West of Boone Creek: installed pazk identification sign as well as various other instructional signs; established playing fields; installed barrier fence. ■ Freund Field Park: renovated tennis courts; installed new playground equipment. ■ Green Street Park: develop new planting design. � Jaycee Park: installed asphalt pathway;renovated park. ■ Kiwanis Tot Lot: extended blacktop surface; renovated play area. ■ Knox Park: improved drainage on north side; installed split rail fence along north side of soccer fields; installed park identification signs. ■ Knox Park—Skate Park: Installed fence around bike ramp; installed parking block. ■ Knox Park — Athletic Facilities: replace dugout fencing; installed sideline fencing on HufF Field. ■ Lakeland Park: installed drainage system in play area and removed play equipment; repair parking lot. ■ Lakeland Park Community Center: installed awning over front entrance. ■ Malibu Tot Lot: remove playground equipment;replaced retaining wall. ■ McHenry Shores Beach Park: constructed seawall; removed swing set. ■ Miller Riverfront Park: installed park boundary signs; trail development. ■ Neumann Park: installed informational signs. ■ North Oak Park: Installed path to playground area and park boundary signs. ■ Overton Park: installed gazebo and identification signs. ■ Pebble Creek Park: installed identification signs. ■ Petersen Park Athletic Area: installed benches and bleachers; installed split rail fence `'' ■ Petersen Park Beach Area: repaired piers. ■ Petersen Park Hayfield: installed split rail fence on north and east sides ■ Petersen Park Picnic Area: removed playground equipment and installed new equipment. Page 2 Parks and Recreation Committee January 10, 2002 �- ■ Petersen Pazk Horse Farm: Replaced boiler/heater; replaced picnic tables. ■ Rotary Park: refmished benches. ■ Veteran's Memorial Park: installed new water service; renovated playground installed ska.teboard pegs. ■ Walsh Park: replaced tables; repaired electrical service. ■ West Beach Park: installed playground equipment. ■ Wheeler Park: landscape and maintenance. • Whispering Oaks Park: installed new electrical service;relocated ballfield backstop. In response to Alderman Glab's inquiry, Superintendent Schmidt stated the concrete repair at Althoff park was cosmetic in nature and not subject to warranty. Alderman Glab requested signage be installed to correct pazking problems in the vicinity of Fox Ridge Pazk. Holiday Lighting Display 2002 Director Merkel stated upgrading the electrical power source is a priority before making any purchases to expand the holiday lighting display. He noted the 100-amp service will need to be improved and new waterproof junction boxes installed in order to prevent outages during the display period. The Committee directed Staff to proceed with seeking Council approval to advertise for and obtain bids for electrical upgrades at Whispering Oaks Park and Veteran's Memorial Park. � Special Events Schedule 2002 Director Merkel summarized the Special Events Schedule for 2002. A copy of the 2002 calendar of events was included in the Committee's Agenda Packet. He noted with the intense events schedule, there is some concern regarding availability of manpower and time constraints. Petersen Park Waterfront Development Grant Director Merkel reminded the Committee the City has been researching the possibility of enhancing the Petersen Park Beachfront. The scope of work being proposed includes the design of site drainage, a parking lot, two building foundations, three piers, boat access, paths and site grading. The City has been investigating the possibility of securing a Boat Access Area Development Program Grant to underwrite the cost of the boat access at Petersen Park. Staff is seeking Committee recommendation to Council to pursue the grant. Motion by Murgatroyd, seconded by Glab, to recommend to the City Council that Staff apply for the Boat Access Area Development Program Grant to assist with funding the Petersen Park Waterfront Development Project. Director's Report 1] Director Merkel noted the Park Ranger Program which was initiated in 1995 will be activated this Spring. Once the new Chief of Police is appointed, a joint meeting would be scheduled between the Parks and Recreation Department and Police Officers to assure patrol rules and guidelines. 2] Director Merkel referred to a quotation received from Northern VMS to provide � vegetation management services in Whispering Oaks Ponds. He noted the proposal was in the amount of$950. Page 3 Parks and Recreation Committee January 10, 2002 �. 3] Director Merkel also referenced a memo regarding the IDNR Fish Survey of McCullom Lake. He stated the survey is completed annually. When the lake was restocked in 1995, there were four spec:ies placed in the lake. At the current time, there are ten species contained in the lake. 4] Director Merkel stated the City would be looking at the possibility of creating a helmet ordina.nce in response to parental concerns regazding sa.fety issues.
