HomeMy WebLinkAboutMinutes - 10/18/2006 - Parks and Recreation Committee PARKS AND RECREATION COMMITTEE MEETING Wednesday,October 18, 2006 Aldermen's Conference Room, 7:00 p.m. �'�- In Attendance: Committee Members: Chairman Alderman Peterson, Alderman Santi, Alderman Schaefer. Absent: None. Also in Attendance: Director of Parks and Recreation Merkel, Management Assistant for Community Relations Hobson, City Clerk Jones, Park Maintenance Superintendent Schmidt, Recreation Superintendent Witt, Athletic Program Coordinator Lunkenheimer. Chairman Alderman Peterson called the meeting to order at 7:00 p.m. Review Plavground Renovation Prouosal-3D Design Director of Parks and Recreation Merkel reminded the Committee a presentation was made at the June 15, 2006 Committee meeting regarding the last phase of the playground renovation program. At that time Staff was instructed to obtain a proposal from 3D Design Studio for professional design and construction services for this project which includes Creekside Park and Malibu Tot Lc�t. Director Merkel stated 3D Design submitted a proposal for the design services and construction management in the amount of $7,975. Staff recommends approval of the proposal. Director Merkel further noted the request for bids would go out in December with a proposed end of completion of the project in May 2007. A brief discussion followed. Responding to Alderman Schaefer's inquiry, Director Merkel stated the 3D Design contract L,. would include construction observation. Motion by Santi, seconded by Schaefer, to recommend to Council the approval of a proposal for professional design and construction services for the playground renovation project at Creekside Park and Malibu Tot Lot as submitted by 3D Design Studio in an amount not-to-exceed $7,975. Voting Aye: Santi, Schaefer, Peterson. Voting Nay: None. Absent: None. Motion carried. Parks and Recreation Master Plan Discussion-Bonestroo Devery & Associates In attendance were Steve Halberg and Jon Krajci of Bonestroo Devery & Associates. Mr. Halberg made a presentation before the Committee noting the latest revisions to the developing Parks and Recreation Master Plan. He noted information was compiled from the public forum. His firm is in the process of preparing a schematic indication the most recent changes. Mr. Halberg stated he split Fox Ridge Park development into two components. Chairman Peterson inquired about the football season and the condition of the fields following the season, Althoff Pazk Alderman Schaefer commented on the poor quality of Althoff Park, particularly as it is not � conducive to soccer fields. He suggested the dog park be located elsewhere as it is not proposed close to a parking area. Parks and Recreation Committee Meeting October 18, 2006 Page 2 � Chairman Peterson inquired where the soccer fields should be placed if they are not located at Althoff Park. He asked for suggestions for relocation of the soccer fields from Bonestroo Devery & Associates. Chairman Peterson inquired if this plan was all a pipe dream. He inquired how the development of all of these parks would be paid for. The poor quality of soils in AlthoffPark was discussed at length. Boulder Creek Park Director Merkel indicated there is public right-of-way available in this park which could be developed as park lands. Cold Sprin�s Park Alderman Schaefer inquired as to the soil conditions in Cold Springs Park. Director Merkel responded confirming the soil is very wet in thax area. Knox Park Alderman Schaefer opined the soccer field site is extremely hill which is not conducive to the game. Management Assistant Hobson opined he was concerned that the modifications were predominantly focused on existing parks and not on undeveloped open space. � Miller's Riverfront Park There was a consensus of support for proposed development among the Committee. Petersen Park Alderman Schaefer stated it is a good site for a number of park activities. Mr. Halberg stated Petersen Park is a difficult site to work on, particularly as so much of is would be developed on a living farm. Alderman Schaefer suggested there is a need for more restroom facilities. Wheeler Park It was the consensus that installing numerous walking paths in this park would present a problem. Whispering Oaks Park There were no specific comments regarding this park. The Committee then reviewed the Comprehensive Park and Open Space Plan. Discussions followed regarding community park service areas and neighborhood park service areas. It was the consensus of the Committee to identify open space and have Bonestroo Devery& Associates prepa.re a schematic drawing of all open space in the community. � Potential future acquisitions were targeted in each of the four quadrants of the park service area. Some discussion also occurred regarding the potential large residential Wander Lake development north of Martin Woods. Parks and Recreation Committee Meeting October 18, 2006 Page 3 �" New Business Management Assistant Hobson announced the demolition of the Knox Barn and House on Green Street would occur in the near future. Chairman Peterson announced the next Parks and Recreation Committee Meeting is scheduled for November 8, 2006 at 7 p.m. Adiournment Motion by Schaefer, seconded by Santi, to adjourn the meeting at 8:58 p.m. Voting.�ye: Santi, Schaefer, Peterson.
