Aldermen's Conference Room, 7:00 p.m.
In Attendance: Committee Members: Chairman Alderman Condon, Alderman Glab and
Alderman Santi. Absent: None. Also in Attendance: Deputy City Administrator Martin and
City Clerk Jones.
Also in Attendance: Helen Glab
Chairman Alderman Condon called the meeting to order at 7:00 p.m.
Public Inaut Session
No one spoke during the public input session.
End of Year Review-2009
Chairman Alderman Condon summarized the accomplishments of the Committee in 2009, which
included:
• North Richmond Road Corridor Discussion;
• Core Downtown Sub-Area Plan;
• Creation of an Historic District;
• Amendment to Fence Regulations;
• Amendment to Garage Sale Ordinance;
\.. • Discussion Regarding Highway Overlay District Ordinance;
• Discussion Regarding Main Street Program;
• Amendment to Damaging Property and Graffiti Ordinance; and
• Discussion Regarding Code Compliance Activities.
Deputy City Administrator Martin noted that many of the issues were complicated and involved
lengthy discussions. Deputy City Administrator Martin informed the Committee that a
representative from the State of Illinois addressed the Landmark Commission regarding the
Historic District.
Chairman Alderman Condon informed the Committee that she has spoken with Mr. Perry Moy,
owner of Plum Garden, regarding the formation of a Main Street Program. She stated that no
funds were available from the City, indicting that Mr. Moy would have to take the initiative
regarding the volunteer-driven program. Mr. Moy indicated it was something he might pursue.
Chairman Alderman Condon opined that the individuals on Main Street need to have a vested
interest in the Program in order for it to succeed. Alderman Glab stated if a Main Street Program
is initiated the City should participate on some level.
Proposed 2010 Meeting Dates and Discussion of Goals for 2010
Deputy City Administrator Martin suggested the following goals for discussion by the
Community Development Committee in 2010:

• Discuss Code Compliance Activities and Processes (October-November)
• Zoning -Discuss Various Te�Amendments (April-May)
• Discussion Regarding Rental Properties and Property Maintenance Issues(January-
February)
• Establish Criteria for Drive-Thru Facilities(July-August)
Chairman Alderman Condon suggested the addition of the following topic:
• Discuss�on regarding recreational vehicles (boats, trailers, utility trailers, cars, etc.); that
e�ctend t�eyond driveways and block sidewalks.
Alderman Glab suggested:
• Discuss�on regarding setbacks for garage doors to eliminate the problem of recreational
vehicles extending onto the sidewalk.
• A discussion regarding the positioning of power lines. Suggesting the power line should
be run from the side of the property rather than straight across the property.
Alderman Santi suggested:
• A discussion regarding the continuing and growing problem of empty office space and
the possibility of incentive programs for businesses located in the City.
o Alderman Santi opined that office workers would spend money and generate sales
taa�.
`' o Responding to an inquiry from Alderman Santi, Deputy City Administrator
Martin stated he did not have a list of empty office space currently within the
City.
Deputy City Administrator Martin suggested:
• Further discussions regarding the Main Street Program, the Historic District and a review
of Administrative Adjudication.
Alderman Glab informed the Committee that he has received information from a resident that
someone is skinning deer, three to date, in their garage at a residence in the McHenry Shores
Subdivision. Responding to his inquiry regarding an ordinance opposing such a practice, Deputy
City Administrator Martin stated he is unaware of a specific ordinance addressing and/or
prohibiting it. Alderman Glab opined that it should be considered food processing, and since it
cannot be done in the open, it should be contained.
Chairman Alderman Condon stated that she would like to discuss the issues involving
recreational vehicles early in the curriculum in an effort to facilitate something by the spring.
Chairman Alderman Condon requested Staff add the suggested items to the list of suggested
goals and that an updated list be provided at the first meeting in January 2010.

Chairman Alde;rman Condon requested that the July 27, 2010 meeting of the Community
Development C'ommittee be changed to Tuesday, June 22, 2010 at 7:00 p.m., citing a family
vacation. It was the consensus that the Tuesday, July 27, 2010 meeting would be re-scheduled to
Tuesday, June 22, 2010 at 7:00 p.m. and that no meeting would take place in July.
It was the consensus that the following meetings of the Community Development Committee
would take place in 2010:

� May 25, 2010
• June 22, 2010
• July—No meeting
• August 24, 2010

Other Business
Deputy City Administrator Martin informed the Committee that the Chipotle Grille will be
applying for parking permit variance in early January, 2010.
Deputy City Administrator Martin informed the Committee that Staff has received inquiries from
representatives from Sonic Restaurants and CVS regarding available sites.
Deputy City Administrator Martin responded in the negative in regard to Chairman Alderman
Condon's inquiry regarding construction at Bull Valley Road and Crystal Lake Road.

Responding to Alderman Glab's inquiry regarding the Pacini property at Bull Valley Road and
State Route 31, Deputy City Administrator Martin stated that conversations have taken place but
nothing of any consequence was discussed. It is Staf�s opinion that due to general economic
conditions, Pac ni is sitting on the property.
In response to Alderman Santi's inquiry regarding the vacant site of the former pominick's,
Deputy City Administrator Martin stated he has been contact by Hy-Vee, an employee-owned
grocery business.
