Streets listed then, but were not repaired were: 1. Green Street (Waukegan to Kane) 2. Grove (Route 31 to Center) � 3. Kensington 4. Front Royal (Chesterfield to Elm) 5. North (Lakeland Park) 6. Lakewood Drive 7. Borden Street (alley) 8. Grand (West of North) 9. Shore Drive (Sherman to Eastern) 10. Beach (Green - Bonita) also to Hilltop 11. Home (West Meadow) 12. Knoll 13. Pleasant (Willow to Home) 14. Hunter Drive 15. Highview (north of Prairie) 16. Young Street 17. Virginia 18. Home (west of Meadow) The present MFT Fund balance is $388,000. $125,000 is budgeted for Green Street Phase III, $200,000 for Main Street parking lot and Borden Street improvements, $10,000 for the Shamrock � Lane traffic signal, $60,000 for the Crystal Lake Road/Dartmoor signal and $70,000 for road salt and road materials in this year's budget. The Dartmoor signal is tied into development of Albert's Park Ridge Estates. If Albert's develops this, money needs to be available ($60,000). The salt and materials $70,000 will be spent this year. Green Street did not make the Federal funding cut list at County, but may next year because it is associated with the Bull Valley Road extension and $200,000 for Main and Borden Street improvements will also be spent next year. The $10,000 for a Shamrock Lane signal may never be spent. We are presently receiving NIFT Funds at the following level: May, 1996 $30,466 June, 1996 $33,796 July, 1996 $43,790 August, 1996 $28,763 an average of $34,200 per month. In addition, we are earning interest through September 13 at a rate of about $1,300 per month. Added to the allotment the MFT balance climbs at a rate of$37,500 per month. Baxter&Woodman is pleased to submit this proposal to prepare a City-wide Pavement Management Report that will provide you with the information needed for your street maintenance plan. �, It is our understanding that the purpose of this report is: 1. To provide the city with a current inventory of street information for every street in a database that is easy to access and update. 2. To establish technical methodology for prioritizing annual street mainten- ance work. 3. To use and refine, if necessary, the methodology to develop a workable program for a pre-selected number of streets. The following proposal outlines our scope of services and our engineering fee to prepare your Pavement Manaaement Report. Based on street classifica- tions; input street segments in database, and load program into a lap-top computer. • P�an the driving routes to efficiently collect all required information on each street • F,eld measure all street lengths and widths. Adjust street segments previously inputed to account for changes from rural to urban (curb and gutter) sections, arid identify the number of driving lanes in each section. Ir:put directly into l ap-top computer in-field and download into database when required. • Determine pavement condition on pre-selected streets to identify general condition rating by estimating percentages of surface and base course failures, and curb and gutter removal and replacement as well as condition of shoulders and ditches on rural pavements. Input data directly into lap-top computer and download into database when required. � • Develop pavement improvement strategies and estimated costs for each strategy(per square yard)for the various condition rating categories to be used.
