6:45 PM - SEPTEMBER 25, 1996
The meeting convened at 6:45 PM at 5816 Radcliff to view the site and to discuss drainage.
Those in attendance included: Alderman Bolger, Alderman Bates, Alderman Baird, Mayor Cuda,
Dennis Jordan, Fred Batt, Mr. & Mrs. Poulos.
Draina�e at 5816 Radcliff
Batt advised that when the house was built, there was no indication that a swale was installed.
In his opinion the City a swale should be constructed by the City because one was not installed
originally. The original plans do indicate there was supposed to be a cobblestone swale. The
storm sewer outfield has been buried. The detention pond should be dry at this time, due to lack
of rain, but it isn't. There are two dry wells in the pond that obviously do not work.
The meeting reconvened at City Hall at 7:15 PM with Alderman Bolger, Alderman Bates,
Alderman Baird, Dennis Jordan, Fred Batt and Mrs. Poulos. This discussion continued with
regard to the drainage at 5816 Radcliff. Alderman Bolger felt this was an unusual situation and
felt the engineer's should not have allowed this to happen. He went on to say that the Committee
needs to determine what steps should be taken. Batt stated that the original Public Works
�, Department recommendation was to put in a pipe. Baxter and Woodman did not agree this was
necessary. Bolger felt the City has an obligation to make a recommendation to solve the
problem. Alderman Baird said he had a problem with the ditch being filled in. He felt that was
illegal. Batt advised this problem was addressed previously, but the Poulos' would not agree to
an easement.
Alderman Bates asked Batt if the swale was installed, what would the width of the swale be?
Batt responded that it would be top to top, 9 feet wide and the slopes would be 3 to 1 (1%z foot
deep). Bates also asked if there would be water in it, to which Batt responded yes. Bolger
inquired about the cost of a swale. Batt replied that in 1993 Baxter and Woodman estimated
$4,000 with rip-rap on the first 100 feet on the hill.
Alderman Bolger asked if there could be a combination of swale and pipe. Batt responded that
if we put any pipe in there is run off tributary from the property to the east that needs to be
addressed. A swale does that more conveniently. A combination might be a 15 inch pipe with
a swale over it and inlets to collect the runoff from the east. Chairman Bolger asked Mrs. Poulos
if she would like to have water in the pond and she replied that she would. He went on to advise
the resident that the City would have to be held hazmless. He stated that he is leaning toward
a pipe.
Alderman Bates felt a swale would probably work, but feels the resident does not want a swale.
He thinks the pipe would end the problem.

Alderman Baird indicated there should be some contribution by the property owners. He can go
� along with the recommendation if there is a contribution of about $1,000, leaving $3,000 for the
City.
Mrs. Poulos advised that when her family moved in the pipe was clogged. There was no problem
for about 6 months to a year. She paid for truckloads of dirt to clean up her land. She indicated
she would be willing to seed it.
Motion by Bates, seconded by Bolger to recommend to the City Council that plastic sewer
pipe be installed not to exceed $8,200 and the property owner would take care of the
grading and seeding.

Mrs. Poulos was advised that this matter will be on the October 30th Agenda. An access
agreement witl have to be worked out if the Council takes positive action. The resident was
concerned about what kind of equipment will be on her property to do the work and also
requested that the excess dirt be left on her land.
Dennis Jordan wanted to know how this happened and if it resulted from engineering. Batt
replied that he wasn't sure as he wasn't employed at the time. The swale construction could have
been missed and perhaps it was filled in. There is no evidence of a cobblestone swale.

Alderman Bolger suggested Green Street from Washington to Broad be included in the program
and perhaps Green to the park. Beach needs work also, but there is a potential for future
developers to pave it.
Alderman Lawson advised that two-thirds to three-quarters of Chickaloon is bad. He also stated
that Shore needs attention.
Alderman Baird feels Main Street business district should be let go until after the parking lot is
completed. Main Street east of Route 31 to Green Street should be done. He also felt Beach
should be redone all the way to Hilltop.
Alderman Bates agreed that Shore Drive and Washington are in bad shape. (Shore Drive from
Meadow to Oak.)
Batt advised that some work in Lakeland Pazk should be delayed until after the drainage work
has been completed.
Bolger asked how much money is available and wondered about the cost of the roads that have
been mentioned. He also suggested that Orleans needs an overlay. Batt advised that it just needs
to be milled and an overlay to seal it up.

Alderman Bolger wanted to commend the Street Division for the beautiful work they are doing
�- on Riverside Drive.
Alderman Baird suggested that the Committee recommend 4 or 5 streets for consideration. The
following were recommended for consideration:
Main Street (Green Street to Route 31)
Chickaloon
Orleans
Shore Drive (between 4315 and 5308)
Chairman Bolger asked that the Public Works Department prepare cost amounts for the roads
mentioned and have it available for the next Public Works Committee Meeting.
