Public Works Committee Chairperson Bolger opened the meeting at 6:40 p.m.
stating t.t�e purpose of this evening's meeting was to review the proposed 2001
�treets Program. The budget reflects a$1,200,000 line item for this program,
however staf�'anticipates engineering fees of appro�cimately $122,000 leaving a
total of$1,�78,000 for the actual streets program.
Director of Public Works Batt informed the committee some of the sanitary
sewer televising has been completed. In light of this information, some stre�ts
iricluded in the origina12001 Streets Program proposal have been removed.
One such street is Lillian Street between Sioux Lane and Crystal Lake Road.
Staff is recommending the following streets be included in the 2001 program as
Lillisn Street replacements;
Park Street between Venice Avenue and EIm Street
� Ponca Street between Logan Street and Lillian Street
Sherman Drive between Ringvvood Road and Shore Drive and
Wood Street between Crestwood Drive and Crystal Lake Road.
The proposed program cost before the committee this evening was estixnated at
$1,125,000. Baxter and Woodman representative A1 Stefans informed councii
the program cost has been amended to reflect an estimated cost of$I,800,Q00
wi'thout engi.neering expenses. He cited higher fuel costs and an averall
increase in unit prices.
Director Batt also noted the Public Works Department 2001-�2 Wastewater
Division budget requests include $60,000 to complete the comprehensive
sanitary sewer televising analysis program.
In response to committee inquiry, Director Batt stated streets repaired in
conjunction with water and/or sewer line replacement or repair axe e�aensed
through the water and/or sewer division funds. Director Batt alsa noted the
following streets, in addition to Lillian Street, have been deleted from the 2001
Streets program due to sanitary sewer problerns;
Crescent Avenue between Country C�ub Road and Golf View Road
Golf View Terrace between C�olf View Road and John Street
Crestwood Street between Mill Street and Lilllian Street.

Committeeman Alderman Glab suggested Lillian Street engineering costs be
placed in the 2402-2003 budget immediately and staff coordinate
improvements with ttle Crystal Lake Road Comdor Study recammendations
approved by council. Director Batt stated staff was investigated the availability
of federal dollars, either FUA or CMAQ funds for the repair of Lillian Street.
City Adrninistrator Lobaito noted the widening of any street within the
corporat� limits af the City of McHenry would be considered a capital project.
Praposed improvements of this type would not be expensed through the 5-yeaz
Streets Improvement Program. The Streeta Improvement Program was
approved to return city streets to their ori�nai shape. Improv�ments were not
incoxporated into the overall program.
Some discussion followed regarding the creation of an Qverall City of McHenry
tr�c plan. City Administrator Lobaito noted council considered the
development of a traffic plan in conjunction with the city's 1999
Compz`ehensive Plan update efforts. It was the consensus of council to
postpone the development of a plan until after the revised Comprehensive Plan
was adopted. He suggested council consider following tlze sarne selection
process for a traffic consultant as that of the Comprehensive Plan for the
selection of planner. A lengthy discussion involving cost followed. Staff note
� traf�"�c plans usually require frequent updating and revisians, although utilizing
the city's 1999 Comprehensive Plan as a guid� to reflect future growth
patterns, a 10-year traffic plan could be deve2oped with some accuracy.
In response to Alderman Bolger's inquiry regardin�the city's current policy
locating sanitary sewer lines in the middle of the street, Public Works Director
$att and Baxter and Woodman representative At 3tefan recommended the
policy remain in place. Mr. Stefan also noted the need to segregate water,
sewer and stormwater lines from each other. The lacation of sewer lines in the
middle of the roadway maintains this necessary segregation.
Public Works Batt informed the committee the sarutary sewer line televising
will continue and the results incorporated into the 2001 Streets Program.
Streets #38 - #47 are carryovers from the 2000 Program. These streets include;
Woods Street between Crestwood Drive and Crystal Lak� Avenue,
Court Street between Peaxl Street and Elm Street,
Driftwood Trail between Glenbrook Trail and Barnwood Trail,
Lawn Court between Bonner Drive and South,
Oakwood Court between Bonner Drive and Meadow Lane,
�iurning Tree between Ridge Road and Eagle Point Drive,
Glen Drive between Bonner Drive �nd South,
John Street between Third Street and Green Street,
Riverstream/Judy Lane between Judy Lane and John Street and
Timber Trail Road from the Dead end to the west end.

replacemcAnt program.
In response to committee inquiry, Staff noted the project will be prepared for
bid with an anticipated bid opening near the end of May but before June 6,

subject to re�iew by the Illinois Department of Transportation.
Motion by Glab, seconded by Bolger to adjourn the meeting at 7:23 p.m.
