Assistant City Adrninistrator Lockerby, Director of Public Works Marcinko, Assistant Director of Public
Works Fink, City Clerk Jones, Scott Smith and Akram Chadray from Smith Engineering Consultants,
and Bill Blecke from Baxter& Woodman.

Chauman Alderman Bolger called the meeting to order at 6:30 p.m. Chairman Bolger
announced the Agt;nda items would be discussed in reverse order.
No Parking on Dartmoor Drive at Fox Ridge Park
Chairman Rolger stated on June 3, 2002 Council approved a No Parking Ordinance on the south
side of Dartmoor I)rive from Waters Edge Drive to the Boone Creek Bridge. 'The residents at 5217 and
5219 Dartmoor Drive are concerned about the loss of parking privileges in front of their homes.
Motion by Wimmer, seconded by Bolger to recommend Council to amend the No Parking Zone
between Waters Edge Drive and the Boone Creek Bridge to Augusta Drive and the Boone Creek Bridge.

2002 Street Program —Quantity Change
Director Marcinko informed the Committee the street program has ceased pending the
Committee's recommendation to Council regarding Smith Engineering Consultant's request for
additional funds, in an amount not to exceed $137,237.50 for over runs as a result of a discrepancy
between the plans and the schedule of quantities of concrete. Director Marcinko noted the additional
costs as follows:
Concrete c�rb and gutter removal and replacement $ 40,950.00
(1,800 feet +�$22.75 per foot)
Concrete driveway removal and replacement $ 68,687.50
(1,750 square yards @$39.25 per sq. yd.)
Aggregate shoulder $ 27,600.00
(800 tons @$34.50 per ton)
TOTAL $137,237.50
� Director Marcinko stated Payne and Dolan's bid for the 2002 Street Program was $1,389,400.
The cost over run of$137,237.50 reflects an increase of 10% for a total cost of $1,526,637.50, still
within the $1,550,000 budgeted in the Motor Fuel Tax Fund.

Cha.irman Alderman Bolger opined the project must proceed and the money is in the budget.
Motion by Wimmer, seconded by Bolger, to recommend Council approve Smith Engineering
Consultant's request for additional funds for the 2002 Streets program to address the cost over runs for
concrete, in an amount not to exceed $137,237.50.

Couatry Club Drive Sanitary Sewer Issue
Chairman Alderman Bolger commended all parties on their cooperative efforts in attempting to
resolve the drainage issues on Country Club Drive. Alderman Bolger noted he has written to Senator
Klemm and Representative Franks identifying the issue and requesting assistance with funding. He
stated Chuck Majercik has assured him of the McHenry Township Road District cooperation.
Director of Public Works Marcinko apologized to the residents who were misinformed regarding
a tentative Public Works Committee meeting and showed up on August 12, 2002. He stated Country
� Club Estates has been identified as having drainage problems due to a lack of ditches throughout the
subdivision, particularly on Country Club Drive. The Master Plan addresses long-range improvements
recommending installation of a 36" sanitary sewer line along Country Club Drive to the South
Wastewater Treatment Plant.
Director Marcinko noted another option is a lift station with an 8-inch sanitary main in the
parkway connected to the nearest manhole. Preliminary estimates for this option are:
Lift station(with back-up generator—IEPA requirement) $100,000.00
350 Feet of 8"PVC sanitary sewer pipe at $75/foot $ 26,250.00
Three sanitary services at $2,500 each $ 7,500.00
Pavement restoration of Country Club Drive $ 16,000.00
Engineerin�; $ 6,000.00
TO'CAL $155,750.00
It was noted this option is not budgeted in the 2002/2003 Budget. Director Marcinko stated
should the sanitary sewer be e�rtanded to a portion of Country Club Drive to address the drainage issues,
the future interests of the existing Country Club Drive residents is not known.
Mr. Dennis Leo of 710 Country Club Drive, thanked the Committee and Staff for their efforts.
He announced he had no problems with his septic field prior to the roadwork on Country Club Drive and
was not in a financial position to expend $100,000 to rectify the drainage problems.
�`" Mr. Joe Pullia of 706 Country Club Drive, concurred with Mr. Leo stating he never had a
problem prior to the roadwork pmgram.

Following a lengthy discussion, City Administrator Lobaito noted the City determined the
resurfacing of Co�uitry Club Drive did not contribute to drainage issues in the azea. He stated it is the
City's responsibility to look comprehensively at providing sanitary sewer services to the entire
community. He stated the current problem may be an issue of storm water management and suggested it
may be less expensive to manage storm water.
Responding to Alderman Glab's inquiry, Bill Blecke of Baxter & Woodman stated a septic
system has a life expectancy of approximately 50 years.
Motion by Glab, seconded by Wimmer, to recommend Council direct Staff to conduct a study
e�cploring three solutions and cost estimates to address drainage issues on Country Club Drive.
