Chairman Alderman Bolger called the meeting to order at 6:30 p.m.
Discussion of Traffic Ftow at Cross Trail and Dartmoor Drive
� Director of Public Works Director Marcinko stated pursuant to a request by Alderman Glab, the Public
Works Department reviewed the sight distance at the northeast corner of Cross Trail and Dartmoor
Drive. It was noted the homeowner on the southeast corner has installed some landscaping causing
concern regarding sight distance when a vehicle stops at the stop bar going southbound on Cross Trail at
Dartmoor. Director Marcinko informed the Committee a traffic count was conducted over a 24-hour
period from 8:00 a.m. on Thursday, October 31, 2002 through 8:00 a.m, on Friday, November 1, 2002.
The traffic count addressed safety concerns for pedestrian traffic and indicates whether or not a
hazardous condition exists. It was noted no accidents have been documented by the Police Department
at this intersection.
Director Marcinko requested direction from the Public Works Committee whether to change the
intersection from a 2-way stop to t 4-way stop. He noted according to the Uniform Traffic Control
Device Manual a multi-way stop installation is useful as a safety measure primarily where the volume of
tr�c on the intersecting roads are approxirriately equal.
Director Marcinko stated stop signs should not be used unless engineering judgment indicates one or
more of the following conditions exist:
• Intersection of a less important road with a main road, where application of the normal right-of
way rule would be expected to provide reasonably safe operation.
o This was not met.
• Street entering a through highway or street.
o This was not met.
� • Unsignaled intersection in a signalized area.
o This was not met.
• High speeds, restricted view or crash records indicate a need for control by the stop sign.

Alderma.n Glab opined the residents have expressed safety concerns, which will only worsen as traffic
increases with the expansion of new subdivisian. Alderman Glab suggested a 4-way stop at Cross Trail
and Dartmoor with a crosswalk at Oregon and Cross Trail and across Dartmoor at Cross Trail.
Each resident spoke in turn expressing the following concerns:
• Safety for children
� Difficulty c,rossing Dartmoor due to speeding tr�c
• Sight difficulty at the intersection
• High volur7e of traffic due to construction
• Difficulty exiting driveways
Mayor Althoff rec;ommended painting a crosswalk across Dartmoor and suggested utilization of the
Police Department Speed Trailer followed by enforcement.
Motion by Glab, seconded by Wimmer to recommend installation of a 4-way stop sign at Cross
Trail and Dartmoor and the painting of wide crosswalks across Dartmoor at Cross Trail, and Oregon and
Cross Trail. All a3�es. Motion carried.
Subdivision As-Built Drawing Ordinance
Assistant Uirector of Public Works Fink suggested an Ordina.nce requiring developers submit
`., As-Built drawings of their development in an electronic forma.t to insure proper planning for the future.
The pla.ns would be delivered to the City in Auto Cad 2000, or the la.test version, format and shall then
be tied into Illinois State Plan Coordinate System (NAD 83, 1997 Revision) through established IDOT
monumentation. The City of McHenry would then supply the developer with the nearest location of
monumentation for tie-in.
Assistant birector Fink explained the electronic format for As-Built drawings would result in a
more accurate and efficient method for retrieval of utility information contained within the subdivision.
Potentially the ordinance could save the City money by having digital copies of subdivisions available to
integrate into a Geological Information System(GIS).
Motion by Wimmer, seconded by Glab to recommend to Council approval of an Ordinance
requiring developers to submit As-Built Drawings of a development in an electronic format. All ayes.
Motion carried.
Egtension of the No Parking Zone on Royal Drive
Director of Public Works Marcinko reminded the Committee at the June 10, 2002 Council
Meeting, Council approved an Ordinance for No Parking Anytime on the north and south side of Royal
Drive from a point 200 feet northwesterly of Oakwood Drive to the intersection of Crystal Lake Road.
Alderman Glab has suggested the limits of the No Parking Ordinance be extended 50 feet from the
southwest side of Royal Drive due to concerns with sight distance when exiting the residential driveway
at 819 Royal Drive.

�. Motion by Glab, seconded by Wimmer, to recommend Council approve e�ctending the limits of
the No Parking Z,one on the south side of Royal Drive from 200' to 250' from its intersection with
Crystal Lake Road. All Ayes. Motion carried.
New Business
Alderman Glab expressed concern at the possible misplacement of the tr�c signal on Winding
Creek, requesting discussion and consideration at a future Agenda.
Adjournment
Motion by Glab, seconded by Wimmer, to adjourn the meeting at 7:14 p.m. All Ayes. Motion
carried.
